There are a great many works on the Internet on the topic “Occupational Safety and Health Instructions for Office Workers.” But I still decided to post my version here. In my institution, however, I called it “Occupational Safety Instructions for Administrative Personnel and Specialists.” Firstly, this is closer to our staffing table, because the term “office worker” is not even close there, and secondly, historically, we are all used to calling premises offices, not offices. Otherwise, there is nothing revolutionary in the following document.

1. GENERAL OCCUPATIONAL SAFETY REQUIREMENTS
1.1. This instruction defines occupational safety requirements for administrative personnel and specialists of the Municipal Health Institution “Polyclinic No. 3”. Administrative personnel and specialists should include the following positions and specialties: accountant, economist, personnel inspector, secretary, electronics engineer, cost estimate engineer, computer operator, programmer, medical statistician, medical registrar, archivist.
1.2. Persons who do not have medical contraindications are allowed to work as administrative personnel (specialists).
1.3. Employees newly hired at the Establishment are allowed to work independently only after completing an introductory briefing on labor protection.
1.4. The employee undergoes repeated training once every 6 months.
1.5. While working, an employee may be exposed to the following dangerous and harmful production factors:
– increased level of static electricity;
– increased level of light flux pulsation;
– an increased voltage value in an electrical circuit, the closure of which can pass through the human body;
– strain of vision, attention;
– intellectual, emotional stress;
– monotony of work, long-term static loads;
– a large amount of information processed per unit of time.
1.1. The employee is obliged:
– comply with internal labor regulations;
– observe the rules of personal hygiene;
– comply with the requirements of this labor protection instruction and other instructions, knowledge of which is mandatory in accordance with job responsibilities;
– observe the fire safety regime of the institution.
1.3. Any incident and/or accident at the workplace must be reported to your immediate supervisor.

2. OCCUPATIONAL SAFETY REQUIREMENTS BEFORE STARTING WORK
2.1. Before starting work, it is necessary to prepare the work area for safe work:
— check the equipment of the workplace, remove unnecessary items;
- check, by external inspection, the sufficiency of illumination.
2.2. Before turning on your personal computer (laptop), use a dry cloth (napkin) to clean its screen and keyboard from dust.
2.3. If you find any shortcomings or malfunctions, report this to your immediate supervisor and do not begin work until they are eliminated.

3. OCCUPATIONAL SAFETY REQUIREMENTS DURING WORK
3.1. The employee must perform only the work for which he has been trained, instructed on labor protection and for which he has been authorized by his immediate supervisor.
3.2. During work, it is necessary to keep the work area clean and tidy, without cluttering it. Periodically clear your desk of unnecessary papers, folders, etc.
3.3. In the workplace it is prohibited:
- swing on a chair (chair);
— stand with your feet on office chairs and any other movable furniture;
- use stationery, office equipment and other devices for other purposes;
— touch office equipment and other electrical appliances with wet hands;
— pull and bend power cables of electrical appliances and equipment;
— disassemble office equipment and other devices and repair them;
- cover the ventilation holes of office equipment with paper and other objects
3.4. During interruptions in the power supply, it is necessary to disconnect all electrical equipment from the mains.
3.5. When working with a personal computer, follow the requirements of the “Occupational Safety Instructions for Users of Personal Computers and Video Display Terminals.” And 014-2014".
3.6. When moving in the building of the Institution, use the designated passages, do not rush, and watch your step.
3.7. When walking on the street, use sidewalks whenever possible and comply with the requirements of the Traffic Rules for pedestrians.
3.8. When driving on official vehicles, wear seat belts and do not distract the driver.

4. OCCUPATIONAL SAFETY REQUIREMENTS IN EMERGENCIES
4.1. In all cases of detection of broken power wires, faulty grounding and other damage to electrical equipment, the appearance of unusual sounds (noise), or a burning smell, immediately turn off the power and report the emergency to your immediate supervisor.
4.2. In case of injury, poisoning or sudden illness, stop work, immediately notify your supervisor, organize first aid or call an ambulance.
4.3. If the equipment catches fire, turn off the power and take measures to extinguish the fire using available fire extinguishing means, report the incident to the manager, and, if necessary, call the fire brigade by phone - 01.

5. LABOR SAFETY REQUIREMENTS AFTER COMPLETION OF WORK
5.1. Tidy up your workspace.

What to consider when developing occupational safety instructions

The law does not establish how to develop and approve security instructions. In practice, employers develop occupational safety instructions for occupations in accordance with the Methodological Recommendations for the Development of Labor Safety Instructions, approved by the Russian Ministry of Labor on May 13, 2004 (hereinafter referred to as the Methodological Recommendations). Labor protection and safety instructions are created on the basis of inter-industry or industry standard instructions on labor protection (if there are no such documents, then instructions are created based on labor protection rules). In addition, when drawing up instructions, they take into account the safety requirements contained in the operating and repair documentation of equipment manufacturers, and so on. These requirements are fixed in relation to a specific position, profession of an employee or type of work performed. The Labor Code obliges the employer to develop and approve rules and instructions on labor protection 2017 for employees. In this case, the opinion of the trade union committee or other representative body of workers is taken into account (Article 372 of the Labor Code of the Russian Federation). Develop instructions for employees of various professions based on the employer’s order and the list of positions and types of work for which instructions are drawn up. The list of professions is established on the basis of the organization’s staffing table. The instructions must include:

2. OCCUPATIONAL SAFETY REQUIREMENTS BEFORE STARTING WORK

2.1. Before starting work, each employee must:

Make sure by external inspection that there are no mechanical damage to power cords and housings of office equipment, as well as the absence of mechanical damage to electrical wiring and other cables, electrical outlets, electrical switches, lamps, air conditioners and other equipment;

Check: whether the furniture is in good working order and conveniently located, whether the workplace equipment and materials necessary for work are conveniently placed on the desktop, whether the approaches to the workplaces are clear;

In case of detection of damages and malfunctions of PCs, peripheral devices, office equipment, furniture, fixtures, electrical wiring and other cables, electrical sockets, electrical switches, lamps, air conditioners and other equipment, do not turn on the equipment, do not start work, call technical personnel and inform your to the immediate supervisor;

Check whether the workplace is sufficiently lit. In case of insufficient illumination, it is necessary to organize local lighting, and place the local lighting lamps so that when performing work, the light source does not blind the eyes of both the worker himself and those around him;

3. OCCUPATIONAL SAFETY REQUIREMENTS DURING WORK

3.1. Each employee while working is obliged to:

Monitor the serviceability of office equipment and other equipment, follow the rules of their operation and labor safety instructions for the relevant types of work;

If you are absent from the workplace for a long time, disconnect office equipment and other equipment from the power supply, with the exception of equipment designated for round-the-clock operation (network servers, etc.);

4.1. In the event of emergency situations, the employee is obliged to:

Immediately stop work, disconnect office equipment and other electrical equipment from the power supply and report the occurrence of an emergency and its nature to the immediate supervisor, and in his absence, to the senior manager; if necessary, leave the danger zone;

Under the leadership of the immediate supervisor, take part in eliminating the emergency situation, if this does not pose a threat to the health or life of workers;

In the event of malfunctions in the operation of office equipment or other equipment, as well as in the event of disturbances in the operation of the electrical network (burning smell, extraneous noise when operating office equipment and other equipment, or the sensation of electric current when touching their cases, flashing lamps, etc. .) disconnect office equipment and other equipment from the power supply, call technical personnel and inform your immediate supervisor about this;

- if a fire occurs, it is necessary to stop work, call the fire brigade, disconnect office equipment and other equipment from the power supply, notify nearby people about the fire, take measures to evacuate people from the danger zone and take part in extinguishing the fire using the available primary fire extinguishing means, and if impossible extinguish the fire and leave the danger zone, acting in accordance with fire safety instructions and evacuation plans;
— extinguish a fire using powder or carbon dioxide fire extinguishers with the mandatory use of personal protective equipment;
- in case of accidents with other employees, provide first aid to the victim, help transport him to a health center or the nearest medical facility, and, if necessary, call medical workers to the scene of the incident;
- immediately inform your immediate supervisor about an accident that happened to an employee or through his fault, as well as about any accident involving other employees of your own or a third-party organization, which was witnessed by the employee;
— take measures to preserve the situation of the accident, if this does not involve a danger to the life and health of people;
— when investigating an accident, the employee must report all the circumstances of the incident known to him;
— in the event of terrorist acts or the threat of their commission, act in accordance with emergency safety recommendations in force in the organization;
— in the event of detection of violations of labor safety requirements in the office premises that cannot be eliminated on their own, as well as in the event of a threat to the life or health of the employee or other employees, inform your immediate supervisor, suspend work and leave the danger zone.

5. OCCUPATIONAL SAFETY REQUIREMENTS AFTER WORK COMPLETION

5.1. After finishing the work you must:
— disconnect office equipment and other equipment from the power grid, with the exception of equipment that is designated for round-the-clock operation (fax, network servers, etc.);
— tidy up the workplace, paying special attention to its fire safety status;
- close the windows;
- turn off the lights;
— inform your immediate supervisor about any shortcomings discovered during work.
