UDV is the monetary equivalent of various social benefits, their material expression (additional payment for group 3 disability).

The benefits include:

Social pension receive those people with disabilities who:

  2. disabled children;
  3. were injured in the commission of a crime, regardless of whether they had experience.

EDV– a monthly cash payment, which by its nature is compensation for medicines, transportation, etc., if the person has waived the NSO. It has a fixed amount, but is subject to annual indexation, which takes place on February 1 of each year.

NSO- a set of social services, which is provided in kind. It includes free:

  1. provision of medicines;
  2. Spa treatment;
  3. travel to the place of treatment and back both within the city and beyond.

The Pension Fund (it is this body that deals with the accrual and payment of benefits) provides the right to choose for people with disabilities - to leave the opportunity to use the NSI or switch to the EVA. Both types of assistance are not provided at the same time.

In view of the fact that many disabled people, especially the third group, feel relatively well, maintain normal physical activity, they simply do not need some social services. Therefore, many refuse the NSO and instead receive monetary compensation in the form of UDV. You can refuse part of the services - then the Pension Fund will recalculate the cash payment.

In 2017, the size of the disability pension of the 3rd group is:

PC=PC1+PC2+CB, where PC1 is the conditional amount of paid insurance premiums for pensions until 01/01/2002, PC2 is the amount of insurance premiums from 01/01/2002 until the date of the pension, CV is the amount of valorization.

STEP 2. PC1, in turn, is the ratio of the average monthly salary of the insured person to the average monthly salary in the Russian Federation for the same period. It is calculated according to the formula:

RP - the estimated amount of labor pension, determined for insured persons in accordance with this article;

450 rubles - the amount of the base part of the old-age labor pension, which was established by the legislation of the Russian Federation on 01.01. 2002;

T is the expected period of payment of the old-age labor pension.

In this formula, the unknown is RP. It is calculated according to the following formula:

SC - seniority coefficient, which for men with a total seniority of at least 25 years, and women with a total seniority of at least 20 years, is 0.55 and increases by 0.01 for each full year of total seniority in excess of the specified duration , but not more than 0.20;

ZR - the average monthly earnings of the insured person for 2000 - 2001 according to the data of individual (personalized) registration in the system of compulsory pension insurance or for any 60 consecutive months of work on the basis of documents issued by employers or government agencies;

ZP - the average monthly salary in the Russian Federation for the same period;

SZP - the average monthly salary in the Russian Federation for the period from July 1 to September 30, 2001 for the calculation and increase in the size of state pensions, approved by the Government of the Russian Federation (1,671 rubles 00 kopecks).

Important! When you calculate ZR / ZP, keep in mind that the result obtained should be no more than 1.2, and if it turns out more, you need to use a coefficient of 1.2 (in the example below, just such a situation).

STEP 3. Now back to the basic formula for calculating the midrange. In it, T is the number of months before the payment of an old-age labor pension. In 2002, this value was set at 144 months. That is, those who retired this year use this figure for calculations. For those who retired in subsequent years, you can apply the formula to calculate Т=144+ n*6 months, where n is the number of years since 2002.

This calculation is applied until T is equal to 192 months. When the indicator reaches this value, another formula is applied T = 144+n*12 months, that is, a year has been added.

STEP 4. The coefficient K is calculated as follows: the standard number of months of insurance experience is divided by 180 months. For disabled people under 19, this value is 12 months, and from the age of 19 it increases every year by 4 months until it reaches 180.

Example #2. Ivanova G.V. began to draw up a disability pension on November 28, 2009. She has a 2 disability group. She is 48 years old and has a dependent son of 14 years old. Insurance experience with Ivanova G.V. 25 years, labor - 24 years. Her average monthly earnings from 1978 to 1982 (60 months) was 240, while the national average at that time was 173.82. The amount of paid insurance premiums is 1600 rubles.

In this case, the disability pension is calculated as follows:

  • First, we calculate the RP. To do this, we calculate the insurance period: for 20 years - 0.55, but since there were “extra” 4 years “from above”, and for each “extra” year another 0.01 is charged, the desired value will be 0.59. Now we calculate everything according to the formula: RP=0.59*1671*1.2=1183.07(r).
  • Now we calculate PC1. To do this, we carry out the following calculations (1183.07-450) * 186 \u003d 136351.02 (p), where 186 months is the period of expected payments.

How to calculate the funded part

The funded part is taken into account when calculating the pension if the disabled person has reached the general retirement age: 60 years for men and 55 for women. Also, a prerequisite for accrual is a 5-year insurance experience.

State pension for the disabled: categories of recipients

State disability pension is provided for the following categories:

The amount of social payments and labor pensions can be increased in the order of indexation according to criteria different from those defined in relation to the UA, since such indexation is regulated by other regulations. So, social pensions usually increase from April 1.

Therefore, from April 1, 2018, the social pension and the CMU for disabled people of the 3rd group have increased in total, one way or another.

Consider how the EDV is issued and provided.

How to make a payment?

To do this, you need to contact the territorial representation of the FIU:

  1. In the general case - at the place of residence or registration of a citizen. And if there is no residence permit, no registration - at the place of residence.
  2. If a person receives a pension - to the PFR department, which is responsible for its payment (as a rule, this is the PFR department in which the pension was issued).
  3. If a citizen lives on the territory of a stationary institution that is accountable to social authorities, then in order to process the payment, you will need to contact the FIU at the location of this institution.
  4. If the payment is made to a minor or incapacitated citizen, then you need to contact the PFR department at his place of residence (or at the place of residence of his parents).

A citizen at the age of 14 can apply to the FIU to receive a payment on their own.

Other options for interaction with the Pension Fund for processing payments:

  • contacting the MFC;
  • sending an application through the Personal Account on the PFR website.

An application is submitted to the FIU in the prescribed form, supplemented by documents according to the established list. Which list this is depends on the specific basis on which the payment is granted. It is advisable to first contact the FIU, in which the documents are to be submitted, and get advice on their list. Typically, this list includes:

  1. Statement.

It reflects the following information:

  • Name of the person making the payment;
  • details of his passport;
  • information about his citizenship;
  • the address;
  • the address of the territorial branch of the PFR in which the pension was issued - if any;
  • justification for establishing monthly payments;
  • attachments to the document.
  1. Passport.
  1. Documents certifying the grounds for a person to receive a EDV. For example, a certificate from an institution that conducted a medical and social examination to determine the disability of a citizen.
  1. If necessary, documents proving the identity and authority of a citizen’s representative in the FIU (for example, an adoptive parent or guardian), if he makes payments. For example, these may be documents that certify kinship or confirm the fact that the recipient of payments is dependent on the applicant.

Having accepted the documents from the applicant, the FIU within 10 days makes a decision on the appointment of the payment. Within the next 5 days, the Pension Fund must inform the citizen about the decision made on the UDV.

If the territorial office of the Pension Fund refused to provide payment to a citizen, then he has the right to appeal this decision. To do this, a person needs to contact the higher structure of the PFR - for example, the main department of the PFR.

The payment begins to be calculated from the day of applying to the FIU for its execution, but not earlier than the day on which a person has the right to it. Duration of payments - the period during which the applicant retains the status that gives the right to receive the UA.

Important nuance: if a person has the right to UDV, but he did not immediately apply for payment, then, in this case, it cannot be accrued for the period between the moment such a right arises and the moment the payment is applied for. Therefore, it is desirable for an interested citizen to issue a payment as quickly as possible.

The payment in question is provided to the citizen on a monthly basis. If he is already receiving a pension issued through the Pension Fund of the Russian Federation, then the method of paying out the UDV will be the same as when paying a pension, and a person receives both amounts at the same time. A citizen has the right to choose a convenient way for him to pay a pension and a monthly income. For example:

  • at the Russian Post office;
  • in the financial institution in which he has an account;
  • in another specialized organization that assists the PFR in the transfer of pensions to citizens.

If the recipient lives in a stationary institution from the social security authorities, then the EVA and the pension can be transferred to the account of this institution.

If the recipient of the UDV has not issued a pension, then he needs to inform the Pension Fund about a convenient way to receive the payment separately. The options are the same here. If necessary, the FIU can acquaint the applicant with the list of organizations that assist the fund in transferring social benefits to citizens.

A citizen with a disability of group 3 may, in cases provided for by law, count on a change in the grounds for obtaining a EV. This is possible if, for example, his disability group changes. In this case, payments increase:

  • up to 3626 rubles 98 kopecks per month - with a disability of 1 group;
  • up to 2590 rubles 24 kopecks per month - with a disability of the 2nd group.

A person may have other grounds for EDV. For example, the status of a combat veteran, in which the payment is 2850 rubles 26 kopecks. And if a citizen received a disability due to injury in the line of duty - while serving in the internal affairs bodies, the State Fire Service, in institutions of the penitentiary system, then he is entitled to a payment in the amount of 5180 rubles 46 kopecks.

Changing the grounds for obtaining a EVD has a number of nuances.

If the recipient of the UDV has another reason for receiving payments, then he has the right to declare his desire to use it by submitting an application to the FIU. Within 10 days, the FIU will make a decision to change the grounds for granting the UT to a citizen. The updated payment will be provided from the 1st day of the month following the one in which the application and supporting documents are submitted to the Pension Fund.

If a person has several grounds for receiving the payment under consideration under one regulatory act, then in the general case, the one for which a higher compensation is expected is applied. So, EDV for disabled people is regulated by the provisions of Law No. 181-FZ.

And if payments are established by different regulations, then the citizen himself chooses which of them will be used to calculate the payment to him.

An exception is set for recipients of payments:

  1. Established by Law No. 1244-1, which regulates the provision of social support measures for citizens who suffered as a result of the Chernobyl disaster.

Such citizens have the right to receive payments in accordance with the specified normative act and UDV on other grounds.

  1. Established by such regulations as:
  • Law No. 4301-1, which regulates measures of social support for citizens who participated in hostilities and received the status of Heroes of the Soviet Union, Russia, holders of the Order of Glory;
  • Law No. 5-FZ, which regulates measures of social support for citizens who have significant achievements in their work activities, as evidenced by their status as a Hero of Socialist Labor, Hero of Labor of Russia, holder of the Order of Labor Glory.

The payments provided for by the said normative acts are provided to citizens regardless of the UDV under other normative acts.

Thus, it is possible to combine UDV in case of disability and payments based on the above statuses of citizens.

In 2005, in the Federal legislation that regulates the social security of the population, such a thing as a single cash payment appeared. It applies to almost all categories of socially unprotected citizens.

How is the indexation and recalculation of the EDV carried out? What was the indexation in 2017? What is the payout after indexing? We will answer all questions in this article.

A monthly cash payment is a social benefit, which is provided for by the Federal Law "On State Social Assistance" dated July 17, 1999 No. 178 (Article 12.1), which regulates the protection of certain categories of the population (combatants, disabled people, pensioners and other citizens). According to the current legislation, the EDV consists of two parts:

  • fixed payment, established separately for each social category of persons.
  • set of social services (NSO). It consists of three components: money directed to the purchase of certain medications, going to a sanatorium and resort recovery, directed to purchase tickets for any type of vehicle in order to get to the place of treatment and back. These funds are not paid directly to the pensioner, but are transferred to the relevant organizations and institutions.

Any person receiving a EVD has the full right to refuse payments to the NSO. In this case, the funds used for the purchase of medicines, sanatorium treatment, as well as travel to the place of treatment, will be paid to such a person in cash as part of the UDV.

All these social payments are subject to mandatory indexation, which takes place every year on the basis of Government Decrees. For 2017, the procedure for indexing the EDV and the NSO was provided for by the Decree of the Government of the State No. 88 of 01/26/2017.

When was the indexing done?

Full indexation of all components of a single cash payment was carried out on February 1, 2017, additional indexation was carried out on April 1, 2017.

According to the Government Decree in 2017, all payments increased by 5.4% in February and by 0.38% in April. Special attention was also paid to the NSI, since its constituent parts were also indexed by 5.4% and 0.38%, and in 2017 the monetary equivalent amounted to 1052.95 rubles.

The amount of a set of social services was distributed as follows:

  • 811 rubles are directed to the purchase of medicines for beneficiaries;
  • 125 rubles and 46 kopecks are used to purchase a voucher for a health resort;
  • 117 rubles and 34 kopecks for the purchase of tickets for trips to the place of recovery on any type of transport that the beneficiary chooses.
