Benefits for labor veterans to pay for electricity. Preferential electricity tariff: how to pay less How is the discount for electricity calculated

Recently there was a rumor about the abolition of benefits for electricity bills for the disabled. Experts reassure: such changes are not planned in our state in 2019. However, there have been changes in the provision of benefits for the disabled. What are these changes? What are they? How does this affect the payment of electricity for the disabled? Read all the details in this article.

Changes in Electricity Payment Benefits for the Disabled

First of all, the changes affected the residents of the city of Moscow, namely the category of low-income Russians:

  • persons with disabilities (persons who are completely or partially deprived of the opportunity to find a job and provide for themselves due to illness, injury or injury);
  • families with disabled children under the age of 18;
  • persons affected by radiation exposure (both during the disaster at the Chernobyl nuclear power plant and at the Semipalatinsk test site);
  • persons who are equal to them.

It cannot be said that for these low-income Russians there has been abolition of benefits related to payment for the use of housing and communal services, including electricity. A 50% preferential payment discount is valid for the following types of utilities:

  • heating;
  • water supply;
  • sewerage;
  • hot water supply (includes payment for water heating);
  • electricity;

According to the current legislation, the preferential discount for this type of service has remained the same - 50%. But the very procedure for calculating benefits has changed, as a result of which the amount of payment for the use of electricity for the disabled has become more than last year.

How can a person with a disability apply for electricity benefits?

In order to get the opportunity for a disabled person to take advantage of preferential discounts for paying for consumed electricity, it is necessary to contact the territorial body of the OSS - the Department of Social Protection. For disabled people, you need to submit a package of papers to this organization:

  1. Passport confirming the identity of a citizen of our state (photocopy).
  2. Information about the composition of the family.
  3. Medical certificate-certificate, which confirms the presence of a disability of the corresponding group.
  4. Pension certificate (if any).
  5. Account number.
  6. An application written by hand, asking for a preferential discount on electricity or some other utility bills.

Benefits will not be provided if there is a debt to pay for housing and communal services.

How are the calculations related to persons with disabilities and the benefits established for them now made?

A preferential discount of fifty percent is calculated based on the volume of a certain utility service used by a low-income Russian. The volume of consumption is determined using readings taken from a special data meter. But these readings should not exceed the consumption standards established and approved by Russian legislation.

The law also provides for a situation where such metering devices are not available. In this case, all the necessary calculations regarding fifty percent benefits for the disabled are carried out based on standard standards for the consumption of utilities, including electricity.

Electricity consumption regulations in force in 2019

Mosenergosbyt in 2019 provides low-income Russians living in Moscow (including the disabled) with a preferential discount of fifty percent. As already mentioned, this percentage is removed from the cost, which is calculated by the volume of electricity consumed only. That is, the readings of electric meters are taken into account - special meters for metering electricity consumption. But at the same time they should not be above legal norms.

Consider the values of electricity consumption standards, which are established by the legislation of our state specifically for people with disabilities who enjoy a number of benefits and discounts:

  1. For people living alone:
    • for an electric stove - 80 kW / h per month;
    • for a gas stove - 50 kW / h per month.
  2. For families:
    • for an electric stove - 70 kW / h per month;
    • for a gas stove - 45 kW / h per month.

Unclaimed kilowatts, that is, remaining from the norms this month, are not transferred to the next.

An example of calculating the amount of preferential payment for electricity for the disabled

If a disabled person or a family with disabled people consumed less electricity (based on meter readings) during the billing period - in our country this is a calendar month - than provided for by the standards, then fifty percent of the benefits apply to the entire volume. For example, meter readings are 60 kilowatts, in such a situation, payment with a fifty percent discount will be made for 30 kilowatts.

In the event that the volumes of preferential electricity norms established by law are exceeded, a fifty percent discount only works up to the standard limit. The remaining kilowatts are paid at the full 100% rate. For example, the monthly electricity consumption of one disabled person is 300 kilowatts (according to meters), this figure must be subtracted from a preferential discount, which will be 40 kilowatts: 80 kilowatts according to the standards minus 50% of the prescribed benefits for living alone with disabilities. According to these calculations, 260 kilowatts will be paid (300 kilowatts consumed minus 40 kilowatts discounted).

Consider another example based on real facts. A family disabled person who uses an electric stove, according to the standards, can use an average of 70 kilowatts / hour. At the same time, a fifty percent discount in the form of utility benefits is valid for 35 kilowatts / hour. In the case of conversion to rubles according to the tariff scale (in March 2019, 1 kilowatt / hour costs 3 rubles 52 kopecks), we have: 35 kilowatts is 123 rubles 20 kopecks. If the electricity consumption standards for family disabled people with an electric stove are exceeded, that is, more than 70 kilowatts / hour, preferential 123 rubles 20 kopecks should be deducted from the total amount and the balance paid. With less electricity consumption (up to 70 kilowatts / hour), preferential (fifty percent) discounts are calculated: for a month, the meters clocked up 60 kilowatts, then only 30 of them are paid.

An unpleasant surprise turned out to be the receipt of January payments for housing and communal services for some Muscovites. We are talking about socially unprotected residents of the capital who are entitled to utility benefits. In particular, about all groups of disabled people due to a general disease, including minors (children with developmental disabilities), as well as those who participated in the operation to eliminate the consequences of the accident at the Chernobyl nuclear power plant or were exposed to radiation during tests at the Semipalatinsk test site.

It should be noted that in total there are over 40 categories of citizens in the metropolitan region, for example, veterans of Moscow, most of whom use benefits provided by the state (federal and municipal budgets) for paying for electricity. In Moscow, since January 1, 2016, they, in “diplomatic” language, have been minimized and reduced. Although the size of benefits for utility bills remained the same, 50%. Could there be a mistake on the invoice?

Benefits for the disabled - old, calculation - new

This is how the officials and specialists from Mosenergo explain the metamorphosis that has taken place to discouraged Muscovites. The fact is that on January 1, the Decree of the Government of Moscow, dated December 25, 2015, came into force. According to this document, payment for electricity in Moscow, taking into account a fifty percent discount, is made based on the approved standard. That is, it is on him that the guaranteed benefits for the disabled apply. Let's look at a specific example.

Suppose, according to the meter, the consumption for the month was 500 kW. In cold weather, electricity in Moscow is sometimes spent on additional heating of apartments, central heating batteries can not cope, and in summer it is spent on the operation of air conditioners. They are unlikely to be turned off even with the complete abolition of the benefits; people with disabilities in the heat, in the polluted air of the metropolis, breathe heavily. But we digress a little.

If one of the family members registered in this housing space has benefits for paying for electricity, in Moscow from January 1, 2016 the payment is calculated as follows: 500 kW minus 45 kW (electricity standards per person in an apartment with a gas stove) or 70 ( with electric). They are now paid at a reduced rate by half. The remaining electricity in Moscow is no longer subject to discounts. In our case, this is 455 or 430 kW versus 250 before. Hence the significant difference in total. For pensioners living alone, the social standard is slightly higher, 50 and 80 kW, respectively.

Benefits for utilities: how to get your

The question involuntarily begs: where did such norms for electricity come from, the numbers are really funny. It turns out that they are very old, not changed since 1994. It is quite possible that in the last century such a volume of consumption corresponded to reality. And even encouraged citizens to save. By the way, this is one of the main reasons for reforming the preferential system, which is pointed out by government officials, that public money should be saved. Veterans of Moscow and pensioners did not even hear about the existing modern gadgets, "smart" devices that make life easier. A home computer was also a rarity, and now for many disabled people with problems of the musculoskeletal system it is a “window on the world”: work, study, full communication. Is it really possible to shrink, limit yourself to only the most necessary?

Don't worry, we'll show you a couple of quite affordable solutions. To save on light, about 30-40%, for example, a multi-tariff (three-zone) meter will help. True, you will have to purchase and install such a meter at your own expense. However, "the skin is worth the candle", judge for yourself. Electricity in Moscow at night is 4 times cheaper than during the day. And the tariff of the so-called "semi-peak zone" differs from the usual one by a quarter, naturally, downwards. It is enough to rationally distribute the work of energy-consuming household appliances during the day (turn on the bread machine at night), and not overpay.

If the recalculation of electricity payment benefits in Moscow from January 1, 2016 significantly affected the budget, and the rent exceeds 10%, in other regions it is 22% of the total income (the amount of earnings, pensions, scholarships, allowances, etc. of all family members ), you should apply to the social security authorities to receive a housing subsidy. And do not put off filing an application on the back burner, very soon we will have a new increase in tariffs for housing and communal services, of course, light will also rise in price. And utility benefits are projected to remain at the same level.

Prices will rise by the summer

The Moscow government warns city residents that from July 1, tariffs for water, heat, gas and electricity will rise by about 7.5%. The total payment will increase by an average of 200-250 rubles. Someone will not pay attention to such a difference against the backdrop of growing inflation, but not veterans of Moscow and pensioners. After all, literally everything is becoming more expensive: bread, milk, medicines, travel by public transport.

In the near future, it is also planned to charge a fixed fee (about 20 rubles) from each household, apartment connected to the centralized power supply. This money will be used to maintain electrical networks in good condition (scheduled repairs, replacement of worn out, obsolete equipment). In general, albeit small, but an additional expense for the population, especially for those who own no living space.

It’s good that in the capital there are good funds for benefits for the disabled, but in the localities the financing is worse. One can hope that social norms will finally be revised, and benefits for paying for electricity, introduced in Moscow on January 1, 2016, will return to the old values. Well, let's wait and see.

At the expense of three-tariff electricity metering: for 3 tariff tariffs from 07/01/2016 in Moscow, electricity prices were raised by almost 15%, and for one-tariff tariffs - by less than 7%. At the same time, the tariff in the "semi-peak" is practically equal to the one-tariff. And even before, 3-tariff accounting did not give 30-40% savings - in fact, less than 15%. So you can save money - sleep during the day, and lead a vigorous life at night, although Mosenergosbyt, for example, has already ripped off money from me for a 3-tariff meter !!! Well done rob everyone - the slogan of the day!

State money - saving on disabled people is another extortion in the interests of Chubais Rotenberg Gref, etc.

Calculation of benefits for electricity in public places in 2018 In 2018, the methodology for calculating electricity for household needs has changed. In this regard, the appearance of receipts has undergone changes. Electricity costs for common areas will be displayed under Residential Maintenance. The second thing that has changed is the very principle of distributing the amount for electricity. If earlier the total kilowatts were divided equally among the residents, now the calculation depends on tariffs and benefits for each specific energy consumer. For this, a standard is taken, which is multiplied by the area of \u200b\u200bpublic areas. After that, the result is divided by the area of residential and non-residential premises in the house. Further, the area of \u200b\u200bthe apartment and the tariff for 1 kW of a single tenant is multiplied by the result obtained and the amount that needs to be paid to a person per month comes out.

Benefits for paying for electricity in 2018

It is necessary in order to know if there are dependents on the beneficiary's maintenance, how many people live in the apartment and calculate the standard from this. If the discount is provided only to the beneficiary and does not apply to family members, then it will be carried out by isolating the amount based on the standard value per person;

  • a certificate confirming that the person at the time of submission of documents has no debt. Issued by a company that supplies electricity to your region;
  • birth certificate of children for large families, certificate of income for the poor, papers indicating disability, etc.
    That is, any document that can confirm that you are a beneficiary;
  • application in the prescribed form. You can write on the spot or prepare in advance by downloading a sample from the Internet;
  • Bank details.

Benefits for electricity in St.

Attention

The benefit for disabled people of the 3rd group for electricity in 2018 is set in the same amount as for other categories of people with disabilities. After all, the discount does not depend on income, but on the confirmed status of a citizen. The provision of benefits to the disabled is legally confirmed by the Decree of the Government of the Russian Federation dated July 27, 1996 No. 901 “On the provision of benefits to the disabled and families with disabled children, to provide them with living quarters, pay for housing and utilities”.

The text states that “disabled people and families with disabled children are provided with a discount of at least 50 percent of the payment for housing in houses of the state, municipal and public housing stock, utility bills (regardless of the ownership of the housing stock), and in residential buildings not having central heating - the cost of fuel purchased within the limits established for sale to the population.

Benefits for light can be issued in the country

  • full cavaliers of the Order of Labor Glory;
  • Heroes of Socialist Labor;
  • Heroes of the USSR and Russia;
  • orphans and children left without parental care.

Persons of retirement age are not eligible to receive a discount if they are not included in one of the specified groups of persons. How are resource consumption rates determined? When determining the amount of the discount, it is extremely important to consider that the discount only applies to certain indications. This is due to the fact that the budget cannot pay accruals for each citizen without restrictions.
The government of the subject performs a special calculation, within the framework of which the amount of electricity sufficient for the normal life of any citizen is established. It is this indicator that will be considered the norm of consumption.

Benefits for labor veterans to pay for electricity

Info

Electricity expenses are also fully reimbursed for orphans.

  • A 50% discount can be issued by all other groups of persons who are entitled to preference, but do not belong to the two above categories.
  • Attention! Disabled people have the right to count on 50% of the cost of their own share of consumption, but within the established standard. If, for example, a family of three consumes 75 kW per month, then a 50% discount on 25 kW (personal share of the disabled person) will be allocated from the local budget. Citizens who are raising a disabled child receive benefits for the whole family.

They are given 50% of the total expenses. What is a discount? The benefit is in the form of a rebate. This means that the applicant who has the right to it is obliged to repay the electricity debt in full.

Electricity benefits in Moscow

Upon detecting the included electricity, the watchman turned off the power. and those people attacked him, beat him, and once again prying open the door in the closet with a stick, connected the electricity. They called the police ... Is it possible to redirect a fine from the energy supply organization to this summer resident, if the contract for electricity consumption is concluded with SNT Lawyer's answer: "Forward" then you can do anything, but it will not be completely legal. I think that in your case it is necessary to bring the "inventor" to responsibility under Art.

330 of the Criminal Code of the Russian Federation and only after that there can be some kind of penalty. Delayed payment for electricity in SNT. Our wires were cut without notice.

Theft of electricity in snt

Suppose that a labor veteran lives alone in a room, no one else is registered in his apartment, and he consumed less than the norm, then: 40 kW x 50% \u003d 20 kW, where 40 kW is the amount of energy consumed by a person per month, 50% - 2018 Labor Veteran's Eligible Electricity Benefit. The cost for 20 kW is subject to return. If more energy is used, for example 150 kW, then the calculation method will look like this:

  1. find out the standard: 150 kW - 50 = 100 kW;
  2. the number of watts for which you will have to pay on general terms: 100 kW - 50% \u003d 50 kW;
  3. the final figure after adding the excess consumption will look like this: 50 kW + 50 kW = 100 kW.

How to apply for electricity benefits - types of social support

Consider the framework that is established for a separate category of citizens as of 2017:

  • for one citizen who lives independently (no one else is registered in the house / apartment) can count on 50 kW of preferential energy. If his housing is not equipped with gas appliances (an electric stove is installed), then at a discount he will pay for 80 kW;
  • a standard is allocated for a family, the size of which directly depends on the number of family members living together. If the dwelling is equipped with gas appliances, 45 kW is required, and if it is equipped with electric stoves - 70 kW. This is the rate per month per person.

In each of the cases, if the beneficiary exceeds the established norm, the additional cost will have to be paid at full cost. The amount will depend on the size of the tariff in force in the region at the time of payment.

Benefits for paying for electricity at 2018 tariffs

Changes have taken place in the method of calculation, which is why their payments have increased slightly. This category includes:

  • disabled people of all groups;
  • disabled children.

A preference of half the payment according to the consumption rate is valid for the entire family in which this beneficiary lives. Other categories Each region is free to expand the list of persons for whom the budget pays.

Important

So, in some subjects of the federation, discounts are provided:

  • large families (from three minor children and more);
  • Labor veterans who are pensioners;
  • liquidators of accidents at the Chernobyl and other nuclear power plants;
  • close relatives of the liquidators.

This group includes not only veterans of the Great Patriotic War, but also people who worked in the rear, survived the blockade of the city of Leningrad, visited concentration camps, disabled veterans of the Second World War, and some other categories;

  • disabled people. This includes persons with disabilities of all groups and people who have received the status of a disabled person from birth. Benefits apply to the whole family;
  • other categories.

    These are low-income, large families, liquidators of the Chernobyl accident, labor veterans of retirement age, participants in hostilities;

  • orphans, heroes of Russia or the USSR, citizens with the Order of Labor Glory.

The discount ranges from 30 to 100%, depending on the group of beneficiaries. But it applies to standard energy consumption. If the family uses more electricity, then everything that is above the norm is paid for on its own.

Payment for housing and communal services is a heavy burden to fall on the shoulders and wallets of most citizens of the country. The amounts in receipts are growing, and incomes are not keeping up with them. Therefore, benefits for electricity and other types of housing and communal services are now in demand, as well as subsidies.

People try to use every opportunity to reduce payments. About who is granted benefits in 2019-2020, later in the article.

What are incentives and how do they differ from subsidies?

The state has a social function. She obliges him to take care of citizens who are unable to pay for their own needs. In particular, a preferential tariff for electricity is established for some categories.

Sometimes people confuse this preference with subsidies. But these are different things.

  1. A benefit is a reduction in pay due to belonging to a special category.
  2. The subsidy depends on the ratio of income and payment for housing and communal services.
  3. Preferential preferences are not legally associated with income. They are established for socially unprotected or honored citizens.
Electricity discounts are not automatically granted. You must declare your right to the relevant company providing the service.

Who is entitled to benefits

It must be understood that part of the payments falls on the budget. For example, if a citizen has a preference of 50%, then the state is obliged to reimburse its service provider. Moreover, the payer is the region, not the federal budget.

It follows from this that the categories of citizens to whom benefits are established are appointed by the regional government by its act. They may vary depending on the subject of the Russian Federation. However, there are categories of people who are universally assigned preferences. Let's consider them.

The following categories may not be eligible. For the purpose of clarification, documents of the regional government should be studied.

Participants of the Great Patriotic War and military operations

People who risked their lives for their homeland are respected in the country. They are entitled to the most preferences, including those for paying utility bills. The group called "participants of the Great Patriotic War" is quite extensive.

It is divided into subgroups. For each, their preferences are set: only for the beneficiary or for the whole family.

Fee reductions vary by category. So, half of the established norm per person can be paid by:

  • participants in the Second World War;
  • disabled members of their families;
  • rear workers;
  • citizens who survived the siege of Leningrad;
  • family members of the dead invalids/participants of the Great Patriotic War.
The preference applies only to the beneficiary.

There are honored citizens whose benefits are taken into account for the whole family. These include:

  • invalids of the Great Patriotic War;
  • concentration camp prisoners;
  • participants in the Second World War who received a disability later.

For them, the discount will be 50% on the consumption rates of the entire family.

Preferences can be obtained only for one apartment: by registration or by actual residence.

Do you need on the subject? and our lawyers will contact you shortly.

Disabled

The next large group of citizens who are considered socially unprotected. Electricity discounts for these people in 2018 have changed a bit. The percentage of preferences remained the same - 50%. Changes have taken place in the method of calculation, which is why their payments have increased slightly. This category includes:

  • disabled people of all groups;
  • disabled children.

A preference of half the payment according to the consumption rate is valid for the entire family in which this beneficiary lives.

Other categories

Each region is free to expand the list of persons for whom the budget pays. So, in some subjects of the federation, discounts are provided:

  • large families (from three minor children and more);
  • Labor veterans who are pensioners;
  • liquidators of accidents at the Chernobyl and other nuclear power plants;
  • close relatives of the liquidators.

On average, each category has a 50% discount. However, for liquidators, it applies to all family members. Their close relatives (if they live separately) use it only themselves. For large families, preferences vary depending on the region. Their value varies from 30 to 70%.

Low-income families can also qualify for discounts. But they are not installed in all regions.

Who does not pay electricity bills

There are citizens who enjoy a 100% discount. It must be understood that it applies to the standards, and not all the electricity used. 100% beneficiaries include:

  • holders of the Order of Labor Glory;
  • Heroes of Socialist Labor;
  • Heroes of the Soviet Union or Russia;
  • orphans or children left without parental care.
Pensioners who do not fall into one of the categories do not have benefits.

Consumption rates

The next step is to determine the indications for which the discount applies.

The question is not easy. It often causes embarrassment to citizens.

The fact is that the budget does not have the ability to pay for everything that beneficiaries use.

The regional government conducts a calculation and determines how much electricity a citizen needs for a normal life. This is the norm of consumption.

As a rule, the indicator of the norm is much lower than the actual consumption.

It must be remembered that the norm depends on:

  • weather conditions of the region of residence;
  • security of the premises with plates;
  • features of the region itself.

For example, in the capital, the norms for 2018 were:

  • for houses with gas stoves:
    • single residents - 50 kWh;
    • family - 45 kW / h;
  • with electric stoves:
    • single residents - 80 kWh;
    • family - 75 kW / h.
The consumption rate is set by the regional government. Discounts apply only to her. The rest of the citizens pay in full (unless otherwise provided).

Confirmation of preferences

Any discounts on tariffs come into effect only after the citizen declares them. In the case of electricity, you need to go to a company that provides the population with electricity.

You must have the following papers with you:

  • the passport;
  • certificate confirming the category;
  • a certificate of family composition, indicating the area of \u200b\u200bthe premises;
  • payment receipts.

At the appointment with a specialist, you will need to fill out an application. It has a fixed form. Citizens can find the form on the official website of the company and fill it out on their own at home. In addition, copies of certificates confirming the category must be left along with the application. It is checked, as the budget will pay extra.

Since the end of 2018, citizens have been exempted from the obligation to document their absence of debts when forming an initial or repeated package of documents for applying for benefits. Such information will be requested by the officials themselves through their interdepartmental communication channels.

Discounts will take effect one month after the date of application. Debtors do not receive preferential rates.

Counting example

Let's demonstrate the logic of discounts using the example of a lonely disabled person. Let's say he lives in an apartment equipped with an electric stove. The norm for this citizen is 80 kW / h.

The discount will be taken into account according to the following logic:

  1. If less than the specified norm is used, then 50% of the used electricity will have to be paid. When the meter reading is 60, then it is considered as follows:: 60 kW x 50% = 30 kW.
  2. If more than the norm is consumed (let it be 130 kW), then the calculation is different. First you need to subtract the standard from the general indications: 120 - 80 \u003d 50. The benefit will be 50%. Therefore, you will have to pay on a general basis for 40 kW out of 80 kW. To them should be added consumption in excess of the norm. 40 kW + 50 kW = 90 kW.
  3. In money for March 2017:

90 kW x 3.52 rubles. = 316.80 rubles (here 3.52 is the price per kilowatt).

You need to carefully look at the distribution of the discount: it is assigned only to the beneficiary or the whole family.

Regional differences

Discounts and preferences are established by local authorities. This also causes confusion. For example, in the capital, single pensioners are among the beneficiaries. And in the region there are no discounts for electricity for such people.

  • honorary donors of the Russian Federation and the USSR;
  • combatants and others.

To accurately determine the size of preferences and categories of citizens, you need to look at the resolutions of the regional government. Usually this information is posted on the official websites of both the authority and the company providing the service.

Citizens who are not sure of their rights are advised to contact their electricity supplier. Have all documents with you. If the beneficiary cannot go to the office of the company, a relative or a social worker is allowed to do it for him.

Housing and communal services / Tariffs for housing and communal services

Preferential categories of citizens received additional benefits for paying utility bills. Sergei Sobyanin spoke about this during a meeting of the Moscow government. From May 1, disabled people, families with disabled children, citizens affected by radiation exposure will again be provided with a 50% discount on the entire volume of consumed utilities. And not only in the scope of social norms.

“As you know, at the initiative of United Russia, we have returned the calculation of benefits not from the social norm, but from the entire volume of consumption. Such a decision was made. And from January 1, we must return the overpaid utility bills to the disabled and Chernobyl victims - this is about a million people, ”Sergei Sobyanin, the capital’s mayor, said on April 26 at a meeting of the Moscow government.

Earlier, amendments were made to the federal legislation, according to which, from January 1, 2016, utility bill benefits (50 percent discount) for disabled people and Chernobyl victims are provided only within the consumption norms, and not for the entire volume of consumed utility services.

As a result, payments for electricity alone increased from an average of 400 to 900 rubles per apartment per month, depending on the composition of the family and actual consumption.

“Naturally, this raised questions from the disabled, the society. This topic was raised at meetings with deputies of the Moscow City Duma and the State Duma. It also became the main one at the United Russia forum, which discussed the problems of the disabled,” said Vladimir Petrosyan, head of the Department of Labor and Social Protection of the Population of the City of Moscow.

In Moscow, it was decided to return benefits for paying utility bills to disabled people and "Chernobyl survivors"

It is expected that it will be considered at the next meeting.

And at a meeting of the Presidium of the Government of Moscow, a resolution “On the procedure for providing additional measures of social support for paying utility bills to disabled people, families with disabled children, citizens affected by radiation exposure” was adopted.

This document defines the mechanisms for the return of benefits for paying utility bills to disabled people in Moscow, families with disabled children, and Chernobyl survivors. The Moscow government reports that the standard procedure for obtaining benefits is maintained. Citizens residing in the old territory of the city will be provided with a utility payment benefit in kind.

Residents of Tinao (new Moscow) - in the form of monetary compensation. Most beneficiaries will not need to write an application to exercise their right to receive benefits. If information about them is available in the information databases of the Moscow Government, a 50 percent discount on utility bills for the entire volume of consumption will be set automatically.

Muscovites, information about which is not available in the information databases of the Moscow Government, can apply to any center of public services "My Documents", as well as to the district departments of the City Center for Housing Subsidies, to establish benefits.

The effect of the restored benefits extends to the beginning of this year. Previously paid utility bills will be refunded.

The resolution also provides for the return of overpaid utility bills to disabled people, families with disabled children and Chernobyl survivors starting from January 1, 2016. Reimbursement will be carried out for four months: January, February, March, April.

Overpaid funds spent on paying for electricity will be returned in the form of a lump sum cash payment to the bank accounts of beneficiaries. Refunds will be made from May.
“This is about a thousand to one and a half thousand rubles for each family,” Vladimir Petrosyan added.

If the excess funds were also spent on paying for other utilities (heat, hot and cold water, etc.), then the corresponding payments will be reduced in a single payment document for May. All overpaid funds will be returned to residents of Tinao in the form of a lump sum cash payment.

Additional expenses of the Moscow budget for these purposes will amount to 3.5 to 4 billion rubles.
