Approve the attached list of certain types of work ( services), the performance (provision) of which on the territory of the Russian Federation by organizations under the jurisdiction of the Turkish Republic, as well as organizations controlled by citizens of the Turkish Republic and (or) organizations under the jurisdiction of the Turkish Republic, is prohibited from January 1, 2016. 2. The Ministry economic development of the Russian Federation, the Ministry of Health of the Russian Federation, the Ministry of Culture of the Russian Federation, the Ministry of Education and Science of the Russian Federation, the Ministry of Industry and Trade of the Russian Federation, the Ministry of Communications and Mass Communications of the Russian Federation, the Ministry of Construction and Housing and Communal Services of the Russian Federation, the Ministry of Transport of the Russian Federation Federation, the Ministry of Sports of the Russian Federation and the Federal Service for Financial Monitoring to ensure monitoring of the implementation of subparagraph “b” of paragraph 1 of Decree of the President of the Russian Federation of November 28, 2015 N 583 “On measures to ensure the national security of the Russian Federation and the protection of citizens of the Russian Federation from criminal and other illegal actions and on the application of special economic measures against the Republic of Turkey" (hereinafter referred to as the Decree) in the established field of activity. 3. Decree of the Government of the Russian Federation of February 28, 2019 No. 200 in the rules for evaluating applications, final proposals of participants in the procurement of goods, works, services to meet state and municipal needs, approved by Decree of the Government of the Russian Federation of November 28, 2013 No. 1085 (hereinafter referred to as the Rules), changes and additions have been made regarding the assessment of participants' applications when customers purchase services for organizing children's recreation and their health: the significance values ​​of cost evaluation criteria have been established - 40%, non-cost criteria - 60%; customers were required to set the indicator “the participant’s experience in successfully delivering goods, performing work, and providing services of a comparable nature and volume.” Moreover, the significance of such an indicator must be at least 45% of the significance of all non-cost evaluation criteria; a closed list of sub-indicators has been defined, according to which customers will have to evaluate participants’ applications according to the indicator “experience...”; the changes are taken into account in the corresponding subposition in the appendix to the Rules. The changes come into force on March 15, 2019.

The rules for collecting fees from procurement participants have been adjusted

The government has adjusted the rules for charging fees for participation in public procurement! When conducting joint competitions or auctions, the fee will be charged once. If, as a result of a joint purchase, the winner concludes three contracts worth more than 500 thousand rubles. each, the fee will not exceed 5 thousand rubles. The Ministry of Finance of the Russian Federation has previously indicated that in such a situation the fee can be charged only once, regardless of how many contracts the participant has concluded. In addition, the requirements for the special account agreement have also been clarified. The opportunity to conclude it was given not only to participants included in the register, but also to those accredited at the sites. Thus, the rules will not contradict Law No. 44-FZ, which, until the end of the year, allows participation in procurement without registration if the participant was accredited before January 1.
