Against this background, the ruble will weaken. Therefore, foreign investors operating in the Russian market will prefer to take a break and wait for the moment when the stock market sinks to support levels in order to buy low with the goal of selling more expensive before the imposition of sanctions.

Anatoly Saltykov, head of strategy development department at SMP Bank:
The tax period is close to completion and will not provide significant support to the ruble this week. The last meeting of the Board of Directors of the Bank of Russia did not bring any surprises and will not have significant consequences for the ruble in either direction. Oil is under pressure from Energy Information Administration statistics showing a five-week continuous rise in U.S. inventories, reaching their highest level in nearly six months. Pessimistic investor sentiment will continue to put additional pressure on oil amid negative corporate reporting and fears of a slowdown in economic growth. Also, the price of oil is negatively affected by Saudi Arabia's plans to increase supplies by 300 thousand barrels per day by the end of the year. Due to these factors, oil may settle below $75 per barrel, which will also not give confidence to the ruble.

In the coming week, the state of the national currency will be negatively affected by the ongoing trade wars, as well as a generally unstable external background: concerns about the Italian budget, uncertainty with the approaching midterm elections to the US Congress and data on the profits of American companies during the period of corporate reporting. The ruble will be supported by the ongoing tax period and good macroeconomic data. At the same time, there is a decrease in the sensitivity of the ruble to external factors due to expensive oil and a pause in currency purchases by the Central Bank.

The tax period allowed the ruble to temporarily distance itself from the turbulence of financial and commodity markets, but accumulated imbalances between the value of the Russian currency, oil and the strengthening of the dollar against high-yielding currencies may be eliminated after the end of the tax period on Monday. Demand for risk remains subdued globally, which will likely not add to the ruble's attractiveness. For the last two weeks, the dollar-ruble pair has remained in the range of 65–66 rubles/$ most of the time, and there are still not enough drivers for increased volatility in the ruble. On Monday, the October tax period ends with the payment of income taxes, but we do not believe that the factor of tax payments exerted any significant pressure on the exchange rate. We also regard the results of Friday’s meeting of the Bank of Russia as neutral for the ruble. In the base scenario, we continue to focus on the consolidation of the dollar-ruble pair near current levels.

With the end of the tax period and oil prices consolidating below $80 per barrel, the ruble is left alone with the instability of global financial markets; together with other developing currencies, it will continue to feel increased pressure from the dollar. The Central Bank, as expected, kept the key rate unchanged, leaving room for maneuver in December. In the next two weeks, the ruble will be “protected” from large-scale falls by expectations of a meeting between Putin and Trump in Paris on November 11. We forecast the ruble exchange rate next week to be in the range of 65.3–67.7 rubles/$.

The tax period ends on Monday with the payment of income tax, after which the demand for ruble liquidity will not be so pronounced. The weakening of the ruble will be supported by lower oil prices, the strong position of the US dollar on global markets, as well as low demand for risky assets. In addition, it can be noted that in anticipation of the long weekend in Russia and the upcoming midterm elections in the United States, investors are more likely to prefer to refrain from increasing long positions in ruble assets.
