Director of the Federal Institute of Pedagogical Measurements (FIPI) Oksana Reshetnikova told a RIA Novosti correspondent in detail about what changes will occur in the unified state exams.

New procedure for admission to the OGE: “Shall we chat?”

- Oksana Aleksandrovna, you recently announced the introduction of the oral part of the OGE in the Russian language in the 2018-2019 academic year. What will this look like in practice?

‒ Let me immediately clarify that this is not the oral part of the current main state exam (OGE), but a separate procedure - admission to the OGE. This is a new and very responsible format for us. Despite the fact that oral formats are familiar and are often used in lessons in the form of student surveys, nevertheless, we are talking about the simultaneous participation of all Russian secondary school graduates in a mass and unified procedure.

It will be in the nature of an interview. There are four tasks in total, each with its own twist. First- reading aloud. It would seem that everything is elementary, but the texts are selected in such a way as to reveal mastery of spelling norms, stress and intonation.

Second task- retelling. Our developers have come up with an interesting approach when, when retelling a text you have read, you need to refer to a quote that relates to the content of the text. The quote needs to be “woven” into your retelling.

Third task- monologue statement. At the discretion of the student, this can be a description, reasoning or narration. If he selects a description, he will be shown a photo; if ‒ reasoning, a certain supporting question will be asked (“is it necessary...”); for narration, you will be asked to talk about something based on visual material. Everything that is necessary for the student to answer will be contained in the control measurement material.

Last task- participation in dialogue. The ability to maintain a dialogue, answer the question posed, formulate clear theses, and convey a communicative task to the interlocutor is tested.

There is definitely no need to be afraid of all this. Testing studies, in which more than 800 thousand schoolchildren took part, showed very good results. The procedure is perceived positively, it is simple, but requires you to prove yourself by revealing your communication capabilities.

‒ What should a shy child do, for whom it is psychologically difficult to prove himself a bright interlocutor?

‒ The development of gadgets, electronic devices and social networks leads to the fact that children get used to communicating in writing; it is easier for them to quickly write on WhatsApp. This is wrong, because we live in a society, and, thank God, not only electronically... We talk, solve joint problems.

All guys - whether they are shy or not - should be able to communicate. This is a necessary skill. We will develop it. The oral exam sets the bar for such development.

Unified State Examination in a foreign language: without emphasis on grammar

‒ It is planned that from 2022 a foreign language will become compulsory on the Unified State Exam. Tell me, is this for sure?

‒ We rely on the regulations that are in force in the Russian Federation. We have Federal State Educational Standards. It clearly states that the Unified State Examination examines not only the Russian language and mathematics, but also a foreign language. By 2022, children who study according to this standard will reach the milestone of completing school, which means they will be required to take the Unified State Exam in a foreign language. We are preparing for this.

‒ Will the foreign language exam model itself change or will the current test material remain?

- Of course it will change! The current KIM in a foreign language was created to conduct a unified state exam of the choice of the participant. It contains tasks of both basic and advanced and high levels of difficulty. This KIM is designed to select the most prepared applicants to continue their education at universities. The current CMM model will definitely be revised. Perhaps this will be a separate measurement material for the basic level and a separate one for the elective exam. It is possible that a basic part and a part of an in-depth level will be built in one meter.

A mandatory foreign language exam should, of course, focus on basic mastery of the standard. The exam will have an oral part. Even if there are no requirements for rich vocabulary, the ability to communicate on simple topics will certainly be built into it.

The written part will be built in accordance with the conclusions given to us by the results of the All-Russian testing works in a foreign language, which have been conducted by Rosobrnadzor since 2018. The VPR is a kind of prototype of the future exam, its basic model. The model of the future compulsory Unified State Examination in foreign languages, on the one hand, should meet the capabilities of our education system, on the other hand, set a certain bar for further development

‒ Do you think teachers and schoolchildren are ready for the mandatory Unified State Examination in a foreign language?

- This is the most vulnerable moment. Research (NIKO) shows certain difficulties in mastering this subject by all students of educational organizations. The picture that emerges for us is not the most prosperous; there is something to work on until 2022.

Schools choose different programs for teaching a foreign language: some introduce it from the first grade, others from the fifth, some schools devote a minimum number of hours, others conduct foreign lessons every day. The palette is very diverse. In addition, serious changes must be made to in-service training programs for foreign language teachers.

Unified State Exam in Russian: without homework

- At the meeting of the head of Rosobrnadzor with parents, you mentioned an important change in the Unified State Examination in the Russian language - the rejection of argumentation based on literary material. What dictated this decision?

- Yes, in the Unified State Examination in the Russian language there was an assignment (task 26), in which you need to write an essay based on the text you read, formulate one of the problems, express your opinion, justifying it with reading experience (give a literary argument). This formulation has been around for many years.

As a result, we noticed that the range of works for argumentation has narrowed to a minimum set: if the KIM in the Russian language presents a text on military topics, then “The Tale of a Real Man” is used for argumentation; if the text talks about the conflict of generations, then the arguments are based on “Fathers and Sons”... Colleagues in the regions complain that they are tired of reading arguments based on “The Captain’s Daughter” in every essay. With this brilliant work of Pushkin, many participants argue for almost any thesis of the essay. We realized that composition with reading experience stopped working in the Unified State Examination in the Russian language and was reduced to memorizing patterns. It comes to oddities during the exam: in the text there is a search for individual words to which you can attach a homemade literary argument. This is falsification, not a test of the ability to think and reason.

Now, to write an essay for the Unified State Exam in the Russian language, a graduate will only need to work with a text that is new to him, which will be presented to him in the control measuring material. We are talking about functional, “semantic” reading: it is necessary to formulate the author’s position, express one’s attitude towards the author’s position on the problem of the source text and justify it based on the text itself.

Of course, this increases our requirements for the selection of texts, but excludes the possibility of home preparation. We value this change; it seems very right to us.

The Unified State Examination in computer science is switching to “computer rails”

‒ Which subject do you personally consider the Unified State Examination to be the most thoroughly developed? Which item do you think is the most vulnerable?

‒ As the head of the institute, which is responsible for the development of all meters, I can say with confidence that the Unified State Exam KIM models have been developed in all subjects. There are simply some conditions from the “given” series.

For example, computer science is now presented on forms. From the point of view of developing the exam model in the current conditions, it does not raise any doubts about its adequacy, objectivity and focus on verifying the learning outcome. However, from the point of view of the development of digital technologies, we understand that it would be correct to transfer computer science to “computer rails”. This does not indicate that the exam is not well-developed at the moment, but only indicates that we have room for improvement. If we had raised this topic 5-10 years ago, it would have been impossible. Now it has become realistic for development, and we are doing it

We do not have easy exams, but we also do not have unattainably difficult exams. We see an annual increase in the number of high-scoring and hundred-scoring students. This suggests that if a person is interested in the subject, if he prepares and studies for all 11 years, it is quite possible for him to pass physics, history, and specialized mathematics with the highest score. Meanwhile, each exam meets the objectives of differentiating the level of training of each graduate. This is also important, the meter must work.

‒ FIPI experts claim that from 2030 computers will begin checking detailed answers to questions in the Unified State Exam. How will this technically look? Will artificial intelligence be able to evaluate, for example, a schoolchild’s imaginative thinking?

‒ 2030 will happen in another 11 years. How do we evaluate the previous 11 years? We understand that the leap in scientific and technological progress, to put it mildly, was very noticeable.

Education, and with it the Unified State Examination, cannot stand aside from the general development of society and the entry of certain resources into it. Judging by the emphasis placed in the field of digital technologies, by 2030 we will have the opportunity to include this aspect in the Unified State Examination.

This is not about testing the creative capabilities of schoolchildren. We do not have the goal of forcing everything to be checked by artificial intelligence, replacing all the experts in the country. We are only saying that the possibility of interactive formats will expand significantly. There is no know-how here. For example, international language exams already have software that allows them to evaluate spoken language. We have to study this experience, and then adapt all the most valuable things to the purposes of our exam.

We will develop together with the whole society, and very quickly integrate all the best into ourselves. But taking into account the fact that the Unified State Exam was, is and remains a high-stakes exam, I dare to assure you that we will never introduce anything that could harm our graduates.

The Unified State Exam is the most important stage on the path to higher education and decent work. The presence of two levels - specialized and basic - gives students the right to choose. You can take both exams; if you succeed, your chances of admission increase significantly. Experts advise using special manuals - textbooks for preparing for the Unified State Exam contain all the necessary information.

Getting the maximum possible number of points is quite possible. However, this requires not only impeccable knowledge of the rules and laws, but also lateral thinking skills to apply them in practice. Before you start working with notebooks, we will give some explanations and tips.
It is planned that in 2017 you will have the opportunity to choose the level of the mathematics exam - basic or specialized. The basic level option will consist of 20 tasks testing the mastery of the Federal State Educational Standard
standard at a basic level.
The profile-level version of the Unified State Exam consists of two parts. The first part contains 8 tasks of a basic level of complexity on the main topics of the school curriculum, including practice-oriented tasks with a short answer. The second part consists of 11 more complex tasks for a high school mathematics course; of which four have a short answer (tasks 9-12) and seven have a long answer (tasks 13-19).
The workbooks are organized according to the exam structure and will allow you to prepare for all short answer questions and identify and address gaps in your knowledge.

The profile level is intended, first of all, for those who require it when entering a university. If you are focusing on this level, then you understand that you need to be able to solve all tasks with a short answer - after all, solving such a problem and entering the answer into the sheet in the exam will take less time than a task with a detailed solution; It's a shame to lose points due to mistakes in relatively simple tasks.
In addition, training on simple problems will allow you to avoid technical errors when solving problems with complete solutions.
Work with the notebook should begin with performing diagnostic work. Then it is recommended to read the solutions to the problems and compare your solutions with the solutions given in the book. If any task or topic causes difficulties, you should complete thematic training after repeating the material.
For final control of readiness to complete tasks of the corresponding position of the Unified State Examination, diagnostic work located at the end of the notebook is used.
Working with a series of workbooks to prepare for the Unified State Exam in mathematics will allow you to identify and quickly fill gaps in knowledge, but cannot replace the systematic study of mathematics.
