ZAIKOV Lev Nikolaevich

(04/23/1923 - 01/07/2002). Member of the Politburo of the CPSU Central Committee from 03/06/1986 to 07/13/1990. Secretary of the CPSU Central Committee from 07/01/1985 to 07/13/1990. Member of the CPSU Central Committee in 1981 - 1990. Member of the CPSU since 1957

Born in Tula into a working-class family. Russian. He began his career in 1940 as a patternmaker's apprentice at a factory in Leningrad. During the Great Patriotic War, he worked twelve hours a day as a fitter at defense enterprises. He ran away to the front three times, but was returned each time. Then the head of the group, foreman, senior foreman, deputy head and head of the workshop, head of production at factories in Moscow and Leningrad. In 1961 - 1974 plant director, general director of the production and technical association. In 1963 he graduated from the Leningrad Engineering and Economic Institute. In 1967, he suffered a heart attack, was treated for a long time, and lay on his back for 42 days. In 1974 - 1976 General Director of a research and production association in Leningrad. In 1976 - 1983 Chairman of the Executive Committee of the Leningrad City Council. Since June 1983, First Secretary of the Leningrad Regional Committee of the CPSU. He made a good impression on M. S. Gorbachev, who made his first trip to Leningrad in May 1985 as General Secretary of the CPSU Central Committee. He managed to present the economic program of the region in a favorable light, demonstrated personal activity and assertiveness, and the enthusiasm of Leningraders in connection with the election of a young secretary general. A month later he was transferred to Moscow. Since July 1, 1985, Secretary of the CPSU Central Committee, oversaw the defense and engineering industries. He headed the Politburo Commission on the Reduction of Nuclear and Conventional Arms. He knew how to extinguish disagreements on these issues between the Ministry of Foreign Affairs and the Ministry of Defense, reconciled E. A. Shevardnadze and S. L. Sokolov, and then D. T. Yazov, who replaced him, and prepared a compromise position. At the same time, from November 12, 1987 to November 1989, First Secretary of the Moscow City Committee of the CPSU. Elected unanimously. Replaced B.N. Yeltsin in this post. He contrasted the populism of his predecessor with an emphatically business-like and calm style. He felt confident in the issues of the defense industry, municipal economy and administrative bodies, and was able to discuss them intelligently and interestingly in a narrow circle. He experienced considerable difficulties in coming into contact with ideology and culture. Coming to the podium, I lost my freedom and relaxedness. Since June 1985, member of the USSR Defense Council. These responsibilities were not removed from him during his work as the first secretary of the Moscow City Committee of the CPSU. During a discussion at the Politburo meeting on December 24, 1987, V. I. Vorotnikov’s note “On the consequences of the anti-alcohol campaign in the RSFSR” spoke out against a further reduction in the production of wine and vodka products: “In Moscow they were forced to increase the sale of vodka in the fourth quarter, as there were queues fights, crushes, cursing everyone. Additional stores have been opened. They drink all kinds of fusel at home, and drunkenness has increased.” His attempts to counteract the political activity of B. N. Yeltsin were unsuccessful, in particular, the speech of the worker, member of the CPSU Central Committee V. P. Tikhomirov, organized by the Moscow leadership at the Plenum of the CPSU Central Committee (1989) with the demand to study the behavior and anti-party statements of B. N. Yeltsin. At first I supported N. Andreeva’s article “I Can’t Give Up Principles” (Soviet Russia. 03/13/1988); at the political day at the House of Political Education of the Moscow State Committee of the CPSU it was said that the publication was directive. Having learned that it was being discussed at a Politburo meeting for two days with the participation of M. S. Gorbachev (03/24-25/1988), he interrupted his vacation, came to the meeting and admitted that he had not figured it out in time. On March 28, 1989, at a Politburo meeting discussing the results of the elections of people's deputies, he reported on the mood in Moscow against the authorities: “The Moscow City Committee and district committees found themselves in disgrace. Those who spoke in support of the party platform immediately lost.... District committees cannot work. We must demand that the media stop discriminating against the party apparatus. There were attacks on the flag and the anthem. Tricolor flags appeared. The communists demand a congress of the CPSU” (Gorbachev M.S. Life and Reforms. Book 1. M., 1995. P. 429). According to the testimony of A. S. Chernyaev, assistant to M. S. Gorbachev, on April 3, 1989, N. I. Ryzhkov and N. N. Slyunkov, having seen off the Secretary General, attacked L. N. Zaikov right at the airport, almost with obscenities. : “What have you brought Moscow to?” Realizing that he could not change anything in the capital, he began to raise the question with M.S. Gorbachev about leaving the Moscow City Committee in order to focus on defense issues in the CPSU Central Committee. On October 4, 1989, the request was submitted to the Politburo meeting in the “behind the agenda” section. The reason for the resignation was not discussed. Everyone saw that he did not have support from M. S. Gorbachev, who increasingly and without reason besieged the Moscow secretary even in a narrow circle. They voted for his transfer to the post of Deputy Chairman of the USSR Defense Council. During the report at the XXVIII Congress of the CPSU (July 1990), in response to the question of delegate A.P. Rossiysky from the Kursk party organization: “Tell me frankly, is the agreement with the United States on intermediate-range and shorter-range missiles a success or failure of Soviet diplomacy?” replied: “Let me remind you that the Pershing flight time to Moscow is 6 - 7 minutes. During this period, it is almost impossible for the country’s leadership to even make a decision to repel an attack. For this reason alone, the agreement on intermediate- and shorter-range missiles is a success of Soviet diplomacy. Moreover. This is the most important agreement in all the post-war years. We have eliminated the most dangerous weapon for us” (Izvestia of the Central Committee of the CPSU. 1990, No. 8. P. 120). He did not agree with the remark of delegate M. G. Suslov from the Perm party organization, who believed that there should be no rush to a 50 percent reduction in strategic weapons, since the balance of forces in the world had changed not in favor of the USSR: “Indeed, the balance of forces in the world has changed. But I don’t agree that it’s not in our favor. If it is not force that prevails, but reason, this is already in our favor! If we are not considered an ‘evil empire’ and ‘enemy number one’, this is also in our favor” (Ibid.). He said at the same congress that in conditions of separation of functions of party, Soviet and economic bodies, the party should not shirk responsibility for the most important issues of the country's security, but the center of gravity of decision-making should shift to the president of the country and the Supreme Council. Reporting at the congress on his activities as a member of the Politburo, he said that he was lucky to work in the team of M. S. Gorbachev: “We worked honestly and conscientiously. And I’m not ashamed to look people in the eyes.” In 1990, he left this post and became a personal pensioner of union significance. After the collapse of the USSR, the new Russian authorities established his pension in the amount of 320 thousand non-denominated rubles. With bonuses I received about 500 rubles. To make ends meet, he worked in the Moscow representative office of the Leninets holding company, an association that he headed during Soviet times. Then he moved to St. Petersburg. Withdrew from active political activity. Deputy of the Supreme Soviet of the USSR of the 10th - 11th convocations. People's Deputy of the USSR in 1989 - 1991. Hero of Socialist Labor (1971). Awarded three Orders of Lenin and other awards. Laureate of the USSR State Prize (1975). He was buried at the Serafimovskoye cemetery in St. Petersburg.
