Stop prohibited sign: traffic rules, coverage area, exceptions. Requirements for road signs

The name and coverage area of road signs is the basis on which all other knowledge of car drivers is based. Without them, it is impossible to make a single maneuver without fearing for your life. So how do you remember and understand the names and coverage areas?

This issue is especially acute for novice drivers. Due to a lack of practical and sometimes theoretical knowledge, beginners often have accidents. But this can be avoided by understanding once and for all, for example, what the coverage area of road signs is.

About road signs

Everything that must and must be known and, undoubtedly, carried out is described in the signs; the areas of action of each group are contained in the Rules. Without knowing these basics, the driver will immediately get into an accident, barely leaving the road.

Each road sign has its own name. And it is the duty of any driver to study them. The person driving the vehicle must first remember the name of the sign. This is the basis. Then it will be easier to determine what it means and where it operates.

Important knowledge is the area of their action. Each group of signs has its own. This is the name of the distance at which the driver must necessarily obey one or another technical element of traffic management. Without this knowledge, he will never know whether he can turn, reduce or increase speed, turn around, etc.

Let's look at some signs.

Warning

These technical means of traffic management inform in advance about the upcoming danger.

The coverage area of road signs indicating the approach to a section of the road where the driver will have to take measures appropriate to the situation is not defined. After all, the main property of these road elements is a warning. They are installed outside the city 150-300 m from the danger zone, and inside it - 50-100 m. Some are repeated to attract the attention of drivers.

The responsibility of the vehicle operator is to timely recognize warning technical means of traffic management and take appropriate measures.

Priority signs

One of the smallest groups. However, this does not make them less important. With the help of priority signs, the passage of intersections is regulated, the order of passage on narrow sections of the road and other places where there are no traffic lights or a traffic controller are determined. That is, this group indicates who should pass first and who should yield.

The coverage area of the roads extends to the intersection in front of which they are installed. It is worth noting that if there are both a traffic light and these traffic control devices at the intersection, then the order of passage is decided first. Signs lose their power and are simply not taken into account.

They are located either immediately before the intersection, or 50-100 m away in the city, and outside it - 150-300 m away. The exception is the “Main Road” sign. It repeats itself. The first sign outside the city is located 100-150 meters away, and the second one is located immediately before the intersection.

Valid only when the main road changes direction, that is, does not continue straight. Then a sign is installed under it that indicates where it turns.

Area of validity of mandatory signs

This group of technical means of traffic management, indicating the mandatory direction along specific sections of the roadway, compliance with the speed limit, designating parts of the road intended for certain types of passage Vehicle. Violating them can result in a considerable fine for the driver.

Sign coverage area traffic belonging to this group - to the intersection in front of which they are directly installed. Intersections with a dividing strip or zone require special attention.

Indicating the direction of passage for vehicles has an impact on the entire intersection and until the next designated one. That is, if there is a sign “Go straight”, then car drivers cannot turn anywhere both before and after the dividing strip (or zone). A designated intersection is an intersection of roads at which one or more priority signs are installed.

The coverage area may be limited by signs additional information. These labels are located below. They look like a number indicated between two vertical arrows (pointing upward), on a white rectangle. Located under the sign, they indicate the length over which the driver is obliged to move in the indicated direction (at a certain speed, and so on).

Thus, the coverage area does not end after the designated intersection. So, for example, under the sign “Restriction maximum speed“There is a sign indicating the length of 500 m. This means that the coverage area is 500 m. And the countdown is carried out immediately from the sign in the direction of movement forward.

When a sign is placed in front of intersections, the distance between which is less than 50 m, its effect applies to both.

It is the driver's responsibility to follow directions, speeds, and other things that are prescribed by signs. Failure to comply will result in a fine or deprivation of the right to drive vehicles.

Service marks

A group of these travel management devices is aimed at informing drivers about the location of services or facilities along the way.

The coverage area of service road signs is similar to warning signs.

The driver’s responsibility is the ability to recognize this group of technical means of organizing traffic. And the right is the opportunity to use service objects located in accordance with the signs.

Area of action of information and indication

This group of technical means introduces or cancels travel modes, reports the location of settlements and other objects. As such, they do not have a zone of action. Road signs of this group are located along the roadway, and are replaced by the same ones, but with a diagonal red line.

The latter report termination. For example, a blue rectangle with a white arrow, the tip of which is directed upward, indicates that there is no oncoming lane on this roadway. The coverage area ends after the “End of one-way road” sign. Visually, this is the same rectangle with a white arrow, but on which it is crossed out with a diagonal red line from right to left.

However, some may be set with an additional information sign. It indicates the length of operation of information and signage devices for travel arrangements. These combinations are installed and “read” in the same way as warning signs plus a plate.

Drivers are responsible for complying with the traffic modes introduced or abolished by this group. And also take into account the information indicated on these technical means of organizing travel.

Coverage area of prohibiting road signs

This group of traffic management means introduces or, on the contrary, cancels certain restrictions in some places on the roadway.

The driver is obliged to comply with them, because a fine is the least he can receive for a violation. Human lives much more valuable than a couple of minutes saved, don’t forget about it.

The coverage area is to the nearest designated intersection, unless they are installed in combination with signs. The latter lengthen or shorten it. If an additional information sign is installed under it, the coverage area corresponds to the value indicated on it. Therefore, it is very important to know how this or that plate is “read”.

It is worth paying attention to the “No Stopping” road sign, the coverage area of which extends exclusively to the side of the road where it is installed. The same rule applies to the “No Parking” sign.

Temporary signs

primary goal of this type traffic management devices - this is the cancellation of permanent ones in connection with repair or other activities. Temporary signs are similar in appearance to the main ones, but on a yellow background. The traffic rules have several means of organizing traffic, which never become permanent. Despite this, they are also depicted on a yellow background.

The coverage area of temporary road signs depends on which group they belong to:

  • Warning - have no coverage area.
  • Priority - only one sign can be temporary "Right of way for oncoming traffic". The coverage area ends behind a bridge, a narrow section of the road and other places where simultaneous two-way travel is difficult.
  • Prohibitory signs - several signs are only temporary. The rest are canceled out by the same traffic control device, but on a yellow background and with four thin black diagonal lines from right to left.
  • Informational and indicative - the group has several temporary signs that do not have similar permanent ones. They either recommend a detour direction or depict a diagram of it.
  • Services are never temporary.

Prohibitory road signs introduce or cancel a ban on movement or other actions of the driver.

The distinctive characteristic of this group is round form with red border. The ban can be unconditional or with reservations; in this case, the sign is supplemented with information signs indicating the zone and time of action. They begin to operate from the installation site to the nearest intersection or cancellation sign.

      Sergey, hello.

If prohibitory signs stop ( parking lot) are absent, then the parking rules in this place ( on the side of the road) is not prohibited.

12.1. Stopping and parking of vehicles is permitted on right side roads on the side of the road, and in its absence - on the carriageway at its edge and in the cases established by paragraph 12.2 of the Rules - on the sidewalk.

If you mean that the cars stopped parallel to the edge of the road or not, then most likely not.

12.2. It is allowed to park the vehicle in one row parallel to the edge of the roadway. Two-wheeled vehicles without a side trailer may be parked in two rows.

Also, at the place where cars stop, there seems to be an exit from the dirt road, which forms the intersection of the carriageways, and stopping at the intersection of the carriageways and closer than 5 m from the edge of the crossing carriageway is prohibited. And if this is really an exit, then a violation of the Rules is also seen.

After the intersection, a “no stopping” sign with a sign “Tow truck” is installed on the lighting mast. From the mast to the intersection of 10 meters. I parked the car right in front of this pillar and when I returned I found a tow truck next to the inspector's car and nearby. The inspector said that he was going to tow my car. I said that I parked the car up to the zone of action of the sign, and from the back of the car to the intersection of the carriageways, more than 5 meters. After a short fight, we parted ways with the inspector without any consequences, but he said that anyway, you can’t park the car like that and next time he will evacuate it, because. less than 5 meters to the rounding of the intersection. As I understand it, the inspector is wrong and such actions can be challenged and canceled, or is it still not worth tempting fate?

          Dmitry, hello.

As follows from the Rules, the effect of the sign 3.27 "Stopping is prohibited" extends from the place where the sign is installed.

Sign coverage area 3.16, 3.20, 3.22, 3.24, 3.26 - 3.30 extends from the location of the sign to the nearest intersection behind it, and in populated areas in the absence of an intersection - to the end of the settlement.

And according to traffic rules, stop ( parking) is prohibited closer than 5 m from the edge of the intersecting roadway, and not from the boundaries of the intersection, which are the beginnings of the curvatures of the roadways furthest from the center of the intersection.

          12.4. Stopping is prohibited:
          at the intersection of carriageways and closer than 5 m from the edge of the crossed carriageway, with the exception of the side opposite the side passage of three-way intersections (crossroads) that have a continuous marking line or dividing strip;

Accordingly, in your actions, there is no violation.

          • Dmitriy

What's funny is that this sign has been hanging for many years right next to the building of the regional police department in Yekaterinburg at 19 Lenin Ave. (can be seen on Google or Yandex maps). There, of course, there is also a pedestrian crossing, but the car fits clearly between the pole and the crossing, BEHIND the crossing.
And yes, I forgot the sign, it’s not “Evacuation”, but “Video recording of violations”, but that doesn’t change the essence.

            Vladimir

            Good afternoon.
received a fine for violating 12.16.5 (sign 3.27). The sign is installed after entering the roundabout on the right side of the road on the same post as sign 4.3 (but they are not visible to those driving in the circle). The car was abandoned at the next exit from the roundabout, but after crossing the carriageways of the roundabout and exit. Markup 1.4. missing, no other signs. Immediately after this intersection, another sign 3.27 is installed for those continuing to move in a circle. Further along the street after leaving the circle, another sign 3.27 is installed.
The question is whether sign 3.27 is still in effect at the place where the car is stopped, and are there any prospects for challenging the fine. Thank you

Good afternoon. When passing the practical driving test, disagreements arose with the State Traffic Safety Inspectorate, the task was given to find a place to turn around, turn around and go in the opposite direction. I did this without violating the traffic rules, but the inspector gave 5 points for not complying with the requirements of the traffic police officer, justifying this by the fact that I chose the place not the one he needed, but the one that was convenient for me. I turned around using the surrounding area. The instructor who is teaching me said that everything was done correctly, the rules were not violated, and turning around outside the intersection is allowed using the adjacent territory. Even at the traffic police, they told me that I had to turn around right away, but I drove straight to make a turn, because in this place there is a concrete divider and one-way traffic, and at the gap, at the beginning of the restriction, there is a pedestrian crossing sign. The instructor insists on a complaint to higher authorities. Please advise if it makes sense

              • Sergei Milyutin

                Valentina, hello.

If the examiner's command did not provide specific action, for example, make a U-turn exactly at an intersection or at the nearest intersection, then you have the right to choose a place for a U-turn yourself.

                Galina

Hello Sergey. Today I received 7 parking tickets. I went to see what I did wrong. The “no stopping” sign is at the fork on the left side of the road, and I parked the car on the right. Is there a violation on my part (the traffic there is one-way), but judging by the fact that there are always a lot of cars parked there, I’m not the only one. Thank you. Merry Christmas

                • Sergei Milyutin

                  Galina, hello.

If possible, please send a photo of this section of the road to the e-mail indicated on the contact page.

If there are no signs prohibiting stopping on the right side, then there is no violation either.

Signs 3.10, 3.27 - 3.30 are valid only on the side of the road on which they are installed.

                • Danil

Hello Sergey, maybe you can give me some advice in this situation, otherwise I’ve already searched the entire Internet and couldn’t find an answer: a populated area, two lanes for traffic, straight and towards, parked on the left side, no signs prohibited this, there are no markings. I received a lot of fines for illegal parking, but it turns out the sign was further away from oncoming traffic. So should I have run along the side of the road to look for a sign, because there was none on the side of my arrival. Can I refer to this in the appeal.

Hello. The question is this. If there is a no-stop sign with a truck sign, and a few meters later there is a no-stop sign with a sign and the whole thing ends with a no-stop sign with a sign, can cars stop during this segment? Thank you in advance.

                    • Sergei Milyutin

                      Ivan, hello.

As follows from GOST R 52289-2004, additional information signs (plates) limit or clarify the effect of other signs, with which they are used.

5.9.8 Plates 8.4.1-8.4.8 “Type of vehicle” are used to indicate the type of vehicle to which the sign applies.

Plates 8.2.3 ( indicates the end of the sign's coverage area) and 8.2.4 ( informs drivers that they are within the sign's coverage area) used in conjunction with signs 3.27 "Stopping is prohibited" inform precisely about the presence in the area of sign 3.27, which prohibits stopping all vehicles, since there is no plate 8.4.1, which specifies that these signs 3.27 apply to trucks.

You can make a request through the official website of the traffic police to conduct a check for the correct use of signs on this section of the road.

                      Ivan

In the city of Naro-Fominsk opposite music school there is a bus stop, in front of it they installed a sign 3.27 “Stopping is prohibited” with the addition of a fence for 150m from the stop on both sides for 100m. Now you have to go to the stop at your own peril and risk to pick up your child from school ( and I'm not the only one). are we breaking the rules??? Part 3.1 of Article 12.19 of the Code of Administrative Offenses of the Russian Federation establishes that the stop or parking of vehicles at the stops of route vehicles, or closer than 15 meters from the stops of route vehicles, with the exception of a stop for boarding or disembarking passengers, a forced stop and cases - entails the imposition of an administrative fine...
In general, it is legal to put a sign 3.27 "Stopping prohibited" in front of a bus stop.

                      • Sergei Milyutin

                        Ivan, hello.

You correctly wrote that, according to the Rules, stopping at stopping places of block vehicles is allowed only for boarding and disembarking passengers, provided that this does not interfere with the movement of block vehicles.

                        12.4. Stopping is prohibited:

                        closer than 15 meters from the stops of route vehicles or the parking lot of passenger taxis, marked with marking 1.17, and in its absence - from the indicator of the stop point of route vehicles or the parking lot of passenger taxis (except for a stop for boarding and disembarking passengers, if this does not interfere with the movement of route vehicles vehicles or vehicles used as passenger taxis);

But the installed sign 3.27 “Stopping is prohibited” prohibits any ( stopping in a traffic jam or due to a technical fault does not count) stopping and parking of vehicles and is valid until the nearest intersection (until the end of the settlement in the absence of an intersection), if its coverage area is not reduced by the corresponding signs (tablets) 8.2.2 - 8.2.6 "Area of coverage". Accordingly, stopping in this area is prohibited.

The coverage area of signs 3.16, 3.20, 3.22, 3.24, 3.26 - 3.30 extends from the place where the sign is installed to the nearest intersection behind it, and in populated areas, in the absence of an intersection, to the end of the populated area. The effect of the signs is not interrupted at exit points from areas adjacent to the road and at intersections (junctions) with field, forest and other secondary roads, in front of which the corresponding signs are not installed.

In this case, liability may also be provided for under Part 4, Article 12.16 of the Code of Administrative Offenses of the Russian Federation

Code of Administrative Offenses of the Russian Federation Article 12.16. Failure to comply with the requirements prescribed by road signs or road markings.

                        4. Failure to comply with the requirements prescribed by road signs or road markings prohibiting stopping or parking of vehicles, except for the case provided for in Part 5 of this article.

There is no contradiction in the installation of signs; prohibitory signs prohibit any stopping; the reasons for their use may be different.

                        Elena

                        Good afternoon
Is it possible to stop within the coverage area of sign 3.27 for a few seconds to let a pedestrian pass at a crosswalk or at a traffic light? On the street Volzhsky Boulevard in Moscow signs 3.27 with plate 8.2.4 are installed everywhere a few meters in front of signs 5.19.1 or together with them on the same stand, as well as in front of traffic lights. Is there a contradiction in the installation of signs here?

                        • Sergei Milyutin

                          Elena, hello.

There is no contradiction in installing road signs in such cases. Due to the fact that in accordance with general provisions Rules:

"Stop" - deliberate stopping the movement of the vehicle for up to 5 minutes, as well as for more, if it is necessary for boarding or disembarking passengers or loading or unloading the vehicle.

Intentional action is an action performed or committed with a premeditated intention. For example, if you decide to drop off a passenger immediately in front of a pedestrian crossing or in a place marked with sign 3.27 “No Stopping”, these actions on your part are deliberate.

Stopping at a red light or in front of a pedestrian crossing to give way to pedestrians is a direct requirement of the Traffic Rules and does not depend on our desires and intentions.

                          • Sergei Milyutin

Sergey, hello. These signs are of different groups, one indicates a place to turn around, the other prohibits stopping. It’s difficult to say without a photo of the location of the signs, if possible, please send a photo to the e-mail indicated on the contacts page.

If sign 3.27 is installed in a parking lot (adjacent territory), then in this case the extent of the coverage area of this sign must be indicated.

                              • Alice

Sergey, good day! In Moscow, on Podolskaya Street opposite No. 1, immediately after the bus stop, there is a sign 3.27. In front of the bus stop there is an entrance to a gas station (there is one-way traffic), and the exit from the gas station is parallel to this sign, i.e. when you drive into a gas station and leave the 3.27 sign you can’t see it (I didn’t see it either). My car was parked on the right, just after exiting along the road. I received 2 fines of 3,000 rubles. (the car was parked there for a week, I’m afraid they will come again) Is it possible to challenge these fines? Or is it useless and will have to be paid for?

                                • Sergei Milyutin

                                  Alice, hello.

Before entering the gas station, are there signs 3.27 “No stopping” on the road? If you look at Google maps, then you can see the installed signs 3.27 both before the entrance to the Gazpromneft gas station and in front of the bus stop, informing you that you are in the area where the prohibitory sign is valid.

In the absence of these signs, you can try to challenge the decisions made on administrative offense, but it will be difficult to prove ( in the absence of DVR recording) that you left through a gas station.

In any case, provided that the car has not moved from the place it was stopped for a week, this should be visible in the photographs, you should not bear administrative responsibility twice ( or more) for the same administrative offense.

"Code Russian Federation on administrative offenses" dated December 30, 2001 N 195-FZ

Code of Administrative Offenses of the Russian Federation Article 4.1. General rules imposition of administrative punishment

                                  5. No one can be held administratively liable twice for the same administrative offense.

                                  • Alice

Before entering the gas station, on the road in front of the bus stop there are signs 3.27 “Stopping is prohibited” (but there is also an exit from the adjacent territory, and a sign is installed for those leaving the adjacent territory). And at the exit from the gas station there is no sign. Although these signs are installed along the entire street when leaving the adjacent territory. Sign 3.27 "Stop is prohibited" is installed on the road 200 meters before this exit, and it is not clear why, if the bus stop does not cancel this sign. It seems to me that it was not installed according to GOST.

Hello. I parked my car at a dead end. There was a sign 3.27 after 10 meters, there was about a parking sign 18 meters, I put a little further than the parking sign 18 meters. Did you take the car legally?

                                      • Sergei Milyutin

                                        Anastasia, hello.

The coverage area of signs 3.16, 3.20, 3.22, 3.24, 3.26 - 3.30 extends from the place where the sign is installed to the nearest intersection behind it, and in populated areas in the absence of an intersection - to the end of the populated area ...

There is no mention in the Rules that the sign 6.4 "Parking (parking space)" cancels the effect of the prohibition sign 3.27 "Stopping is prohibited". At the same time, GOST R 52289-2004 says that the coverage area of sign 3.27 can be reduced by installing sign 6.4 "Parking place" with a sign 8.2.1 "Area of coverage", as in the case you indicated.

GOST R 52289-2004. Technical means of organizing traffic. Rules for the use of road signs, markings, traffic lights, road barriers and guide devices.

The coverage area of any of the signs 3.27-3.30 may be reduced by installing repeated signs 3.27-3.30 with plate 8.2.3 at the end of their coverage area (which is preferable) or using plate 8.2.2 or installing another sign from the specified list or.

But for a reason unknown to us, specified norm not included in the Road Traffic Regulations. Traffic rules for road users are basic normative document, which is also based on GOST R 52289-2004 and GOST R 52290-2004 and this circumstance must be taken into account when making decisions on an administrative offense. Otherwise, contradictions arise with the basic principles Federal Law“On road safety” N 196-FZ.

You wrote that the car was parked further than the designated parking space. Considering that the installed signs 6.4 “Parking location” with a sign 8.2.1 “Validity area” reduce the coverage area of the prohibitory sign, but do not cancel it, respectively, after the designated parking place, the effect of sign 3.27 remains.

Hello! I received a fine of 1,500 for stopping under a “no stopping” sign. I stopped for 5 minutes and managed to stop the tow truck that was lifting the car. The sign is installed immediately after the right turn after the pedestrian crossing (marking) and the pedestrian crossing sign. the height of the sign is 4 m. Turning right, accordingly, I did not and could not see this sign. Moreover, according to GOST, the sign must be installed at least 150-300 m before its visibility. I am silent about the boorish behavior of the inspectors, who immediately demanded documents, took them and went to draw up a protocol without explaining anything. They completed the paperwork for about 40 minutes, blocking the entry of a truck into the courtyard of the adjacent territory, then the inspector stood in the oncoming lane, blocking not only the exit of parked cars, but also interfered with the movement of oncoming traffic. Can I challenge the decision based on these arguments or on paragraph 2.4 - minor violation? What are the chances? If so, then where is it better to sue? To court or? And is it necessary to pay the fine now and sort it out later? Or if you file a complaint, is it possible to defer the payment deadline? I mean, if payment is made within 20 days, then it will be 50%, and after 2 months it will be 200%. Thank you!

                                            Olga, hello.

In populated areas, the installation height from the bottom edge of the sign to the road surface can be from 2.0 to 4.0 m.

5.1.8 The distance from the bottom edge of the sign (excluding signs 1.4.1-1.4.6 and plates) to the surface of the road surface (installation height), except in cases specifically specified by this standard, must be:
                                            - from 1.5 to 3.0 m - when installed on the side of the roadway outside populated areas (Figure B.1a), from 2.0 to 4.0 m - in populated areas (Figure B.1b);

As follows from the national standard GOST R 52289-2004, signs introducing restrictions are installed at the beginning of the section where it is required to introduce a certain restriction ( in this case, prohibition of stopping).

5.1.9 Signs are installed immediately in front of an intersection, a turnaround point, a service facility, etc., and if necessary, at a distance of no more than 25 m in populated areas and 50 m outside populated areas in front of them, except in cases specified by this standard.

Signs introducing restrictions and regimes are installed at the beginning of sections where this is necessary, and those canceling restrictions and regimes are installed at the end, except as otherwise provided in this standard.

The visibility distance of the sign is at least 100m, this is when driving in a forward direction.

5.1.4 The visibility distance of the sign must be at least 100 m.

Ensure such visibility of the sign installed immediately after the turn ( at the beginning of the road section) impossible. Here, it is our duty, when making a turn, to look at what signs are installed at the beginning of the section of the road onto which we are turning.

1.3. Road users are required to know and comply with the requirements of the Rules, traffic lights, signs and markings that apply to them, as well as follow the orders of traffic controllers acting within the rights granted to them and regulating traffic with established signals.

Dispute this decision an administrative violation will most likely not work, since any stop in the area covered by sign 3.27 is prohibited.

You can file a complaint against the actions of employees in the traffic police department of the Ministry of Internal Affairs of Russia in your region.

Good day! I would like to clarify about next situation. Parked a car in Moscow at the address: Shipilovsky proezd, 8с3. A combination of signs has been installed at this location 6.4 + 8.4.9 (except trucks) + 8.6.1+ 8.2.1 (65m). Plus there are markings for parking spaces. However, a little higher at the intersection (near the house 8s6) there is a sign 3.27 prohibiting stopping on this side of the street. MADI issued a fine. According to GOST “The coverage area of any of the signs 3.27-3.30 can be reduced by installing repeated signs 3.27-3.30 at the end of their coverage area with a plate 8.2.3 (which is preferable) or using a plate 8.2.2 or installing another sign from the specified list or by installing sign 6.4 “Parking location” with plate 8.2.1 “Area of coverage”." It turns out that the fine can be challenged and with a high degree of probability with a positive outcome? Thank you!

                                              Igor, hello.

The national standard says the coverage area of signs can be reduced by installing sign 6.4 "Parking place" with a sign 8.2.1 "Area of coverage".

The coverage area of any of the signs 3.27-3.30 can be reduced by installing at the end of their coverage area repeated signs 3.27-3.30 with a plate 8.2.3 (which is preferable) or by using a plate 8.2.2 or by installing another sign from the specified list or installation of sign 6.4 “Parking location” with plate 8.2.1 “Area of coverage”.

For what reason this instruction is missing from the traffic rules is not very clear.

There is, of course, a possibility that the court may not take this GOST instruction into account, since drivers, in accordance with clause 1.3 of the Rules:

1.3. Road users are required to know and comply with requirements related to them Rules, traffic lights, signs and markings, as well as comply with the orders of traffic controllers acting within the limits of the rights granted to them and regulating traffic with established signals.

That is, for us the main regulatory document is the “Road Rules”, which we must follow.

In the same time, Annex 1 (Road signs) The rules are directly based on GOST R 52289-2004 And GOST R 52290-2004, which says what you wrote about. Otherwise, a contradiction arises in organizing road safety, which is unacceptable according to 196-FZ.

Federal Law “On Road Safety” N 196-FZ .

The objectives of this Federal Law are: protecting the life, health and property of citizens, protecting their rights and legitimate interests, as well as protecting the interests of society and the state by preventing road accidents and reducing the severity of their consequences.

Article 3. Basic principles of ensuring road safety

The basic principles of ensuring road safety are:

                                              priority of life and health of citizens participating in road traffic over economic results economic activity;

                                              the priority of the state's responsibility for ensuring road safety over the responsibility of citizens participating in road traffic;

                                              respecting the interests of citizens, society and the state while ensuring road safety;

program-targeted approach to activities to ensure road safety.

With convincing arguments, I am sure that this decision on an administrative offense can be challenged.

I would be grateful if you write about the result.

Hello Sergey! Sign 3.27 should be installed at the beginning of the road, at what distance from the turn? Situation, T-shaped intersection, turn left, one-way road, the sign is on the right at the turn, I entered this road on the left, it doesn’t catch your eye when turning, it seems to be standing, but when turning, you look at the road so as not to hit the double solid. They evacuated, took it, but didn’t pay anything, went to Medi twice already, now they’ve postponed it again until November 13, they can’t find the owner of the sign, so I’m wondering, the turn is not the beginning of the road, it’s like something neutral, that’s what I’m wondering and I was wondering, maybe it’s not legal or installed incorrectly?

                                                  • Natalia

Hello, first of all, thank you for your work, a lot of interesting and very useful and most importantly understandable information!! QUESTION: a public service building, in front of it there is a pocket divided by an electric pole, 15 meters from the pocket. And the stop and markings along the stop are appropriate, suddenly signs appeared that parking is allowed only on the part of the pocket farthest from the stop, the rest of the pocket is evacuated, the traffic is one-way, the street is deserted around courtyards and music school, is it possible to achieve a decision to remove the prohibitory sign?

                                                    • Sergei Milyutin

                                                      Natalya, hello.

It is difficult to say about the need to install prohibitory signs in the specified area, if possible, please send a link to Yandex maps.

The customer for the installation of road signs on municipal highways executive authorities act ( local government), the installation of which is subject to coordination with the relevant units of the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia.

First, you can try contacting the Department of Road Facilities and Transport or sending a request through the official website of the State Traffic Safety Inspectorate to obtain information about the introduction of a corresponding ban and (or) change in the traffic management scheme, as well as the reasons for making such a decision.

                                                      • Ruslan

Hello, I read all the questions, but did not find an answer to the situation:
There is a two-lane road in a populated area with a broken marking line in the middle, one lane in both directions. In the middle there is an exit to this road from the adjacent territory, marked with a “give way” sign. A 500m long road between intersections. On the right side of the road in each direction there is a sign 3.27, that is, in the direction of travel of the car, stopping on the right is prohibited. If I cross the broken line and park on the left side of the road, as written in your comments, there will be no violation, since sign 3.27 is valid for the side of the road on which it is installed. But on the left side there is a ban on the same sign installed at the second intersection, and the effect extends to left side the road where I parked, but I don’t see this sign. Am I breaking the rules?

                                                        • Sergei Milyutin

                                                          Ruslan, hello.

According to paragraph 12.1 of the Rules, stopping and parking on the left side of the road is permitted in populated areas on roads with one lane for each direction without tram tracks in the middle.

In the absence of prohibitory signs in your direction, nothing prohibits you from stopping on the opposite side of the road. Signs must be installed in such a way that they are perceived by the drivers for whom they are intended, with a visibility distance of at least 100 meters and the driver should not have to guess which signs are installed from the opposite direction.

It is difficult to say what position the traffic police officers will have in this case.

                                                          • Anastasia

Good afternoon The car was towed away and a no-stop sign with a double arrow was violated. The traffic is one-way, there is no sign at the exit to this street, nothing prohibiting at all. I checked it twice and recorded it on video. At the same time, the indicated sign is indeed there, but further along the route, I did not continue driving but parked behind an already parked car. As I understand it, the two of us were evacuated. Question! It turns out that you are violating although you do not suspect that somewhere ahead there is a prohibitory sign which, logically, should be used in conjunction with the same sign but at the entrance to the sign’s coverage area. I will appeal, but I would be very grateful for links to the relevant regulations for installing signs. Can they just stick a sign with arrows in the middle of the road? In theory, the entire street is in violation, but are drivers obligated to drive all the way through it and then return to the second circle to park if they don’t find the sign? Thank you in advance! Anastasia

                                                            • Georgiy

Sergey, hello. I installed the hood protruding forward beyond the parking sign (located to the right of the roadway, two-way street). The remaining part was beyond any road markings and far from all other types of markings and signs, and was also located after an intersection that cancels the effect of a stop sign. The car was evacuated. It turned out that on the back of the parking sign there was a no-stop sign! I didn’t even see him before the evacuation - I got out of the car on the left and immediately walked back, without looking at the back of the pole with the signs. But I don’t have to know what’s on the other side! Is it according to GOST to install signs that work backwards?

                                                              • Sergei Milyutin

                                                                Georgy, hello.

Road signs are installed in accordance with GOST R 52289-2004; paragraph 5.4.1 states that prohibition signs are used to introduce traffic restrictions or lift them and are installed in accordance with 5.1.9.

5.1.9 Signs are installed immediately in front of an intersection, a turnaround point, a service facility, etc., and, if necessary, at a distance of no more than 25 m in populated areas and 50 m outside populated areas in front of them, except in cases specified by this standard.

Signs introducing restrictions and regimes, installed at the beginning of the sections, where necessary, and overriding restrictions and regimes - at the end, except as otherwise provided in this standard.

Therefore, to prohibit stopping after parking, sign 3.27 “Stopping is prohibited” must be installed.

Signs must be installed so that they are clearly perceived by the drivers for whom they are intended, with a visibility distance of at least 100 meters.

5.1.4 The visibility distance of the sign must be at least 100 m.

Moreover, according to the same GOST R 52289-2004, the effect of sign 6.4 “Parking (parking space)”, indicating sidewalk parking, in the absence of a sign indicating the length of parking, extends to the nearest intersection ( in the absence of prohibitory signs).

5.7.5 Sign 6.4 “Parking (parking space)” is used to designate areas intended for parking vehicles, with one of the signs 8.6.1-8.6.9 - to designate sidewalk parking.

The effect of a sign indicating sidewalk parking extends to the nearest intersection or limited by plate 8.2.1.

Under such conditions, there is no violation in your actions.

                                                                Alexei

Sergey, hello. Explain about the sign under the “No Stopping” sign - “Except for cars (name of organization).” I am an employee of this organization, the parking place for employment was verbally determined by the management in the area of this sign.
MADI photographed and issued a fine not only to me, but also to the entire range of personal vehicles of the employees parked at that time.
Is this plate provided for by traffic rules at all?
Does the plate mean the cars that are on the balance sheet of this organization, or is it the personal cars of employees?
Is it possible to challenge this fine by presenting an employment order or a certificate of work in this organization?

                                                                • Sergei Milyutin

                                                                  Alexey, hello.

In GOST R 52290-2004 “Technical means of organizing traffic. Road signs. Are common technical requirements»The road signs valid on the territory of the Russian Federation are indicated, there are no plates indicated by you in this list of signs, therefore this plate has no legal force.

In addition, according to traffic rules and GOST, it is prohibited to install road signs, traffic lights and other technical means of traffic management without authorization.

1.5. …Forbidden damage or pollute road surfaces, remove, block, damage, unauthorized installation of road signs, traffic lights and other technical means of traffic management, leave objects on the road that interfere with traffic.

GOST R 52289-2004 “Technical means of organizing road traffic. Rules for the use of road signs, markings, traffic lights, road barriers and guide devices"

4.2 ...It is not allowed to be placed on signs, on their back side, traffic lights and the supports on which they are located, posters, banners and other devices not related to traffic management.

                                                                • Anton

Sergey, Good evening! Your comment from 12/18/2017 23:25 shows a photograph similar to my case with the only difference being that the sign in the distance is 3.27 with only one sign 8.2.4. My car was parked further behind him.
That is, the situation is like this. Point A: sign 3.27 and plate 8.5.5 (Wednesday). Next, at a distance of about 100 meters, is point B, sign 3.27 and plate 8.2.4. Next, at a distance of about 20 meters from point B, point C: my car.
In my opinion, there is a contradiction of signs. A sign installed at point A allows parking at point B. A sign installed at point B prohibits parking at point C. There is no provision in the traffic rules where sign 3.27 with plate 8.2.4 would cancel the effect of sign 3.27 with plate 8.5.5.

According to Art. 1.5 clause 4 of the Code of Administrative Offenses, irremovable doubts are interpreted in favor of the accused. How do you assess the prospects for such a position in court?

                                                                  • Sergei Milyutin

                                                                    Anton, hello.

Of course, it’s correct that if sign 3.27 with plate 8.5.5 prohibits stopping on a certain day of the week, then signs informing about being in the area of the sign ( imposing restrictions on a certain day) must inform about the established modes.

It will probably be difficult to challenge the decision on an administrative violation, since you have probably seen that you are in the area of effect of the prohibitory sign. And the responsibility of road users is spelled out in paragraph 1.3, which they “like” to apply in such cases.

1.3. Road users are required to know and comply with related requirements of the Rules, traffic signals, signs and markings, as well as follow the orders of traffic controllers acting within the rights granted to them and regulating traffic with established signals.

It is very difficult to say what decision the court will make.

You can look it up online: Solution Supreme Court RF dated January 15, 2013 N AKPI12-1537 On the refusal to recognize partially invalid Section 8 of Appendix 1 to the Traffic Rules of the Russian Federation, approved. Good afternoon What does the word “together” mean in the wording “Sign 3.27 can be used in conjunction with horizontal markings 1.4, and sign 3.28 - with markings 1.10, while the coverage area of the signs is determined by the length of the marking line.” Does it mean that the marking MUST start at the location of the sign? Is it possible to appeal this rule in the traffic rules if marking 1.4 begins long before the sign, and a car is parked at the point where the marking is interrupted after the sign? Can this be considered a joint use of the sign and markings, which is referred to in the traffic rules?

                                                                    • Sergei Milyutin

                                                                      Timur, hello.

Sign 3.27 with marking 1.4, sign 3.28 with marking 1.10 may be used to reduce their coverage area, which is determined by the length of the marking line.

The coverage area of signs may be reduced:

for signs 3.27 - 3.30 by installing repeated signs 3.27 - 3.30 with plate 8.2.3 at the end of their coverage area or using plate 8.2.2. Sign 3.27 can be used in conjunction with marking 1.4, and sign 3.28 - with marking 1.10, while the coverage area of the signs is determined by the length of the marking line.

Accordingly, the marking line should start from the sign. The rules do not prohibit applying markup on your own. Therefore, the restrictions introduced only by markup ( 1.4 or 1.10), are determined by the length of the marking line, and then the prohibition sign begins to operate.

                                                                      • Sergei Milyutin

                                                                        Konstantin, hello.

Sign 3.31 “End of all restrictions” indicates the end of the road section on which several traffic restrictions were previously introduced simultaneously by signs 3.16, 3.20, 3.22, 3.24, 3.26-3.30.

From the place of installation of the sign 3.28 "Parking is prohibited", a new restriction is introduced prohibiting parking. There are no contradictions in the installation of signs in this case.

                                                                        Sergey

Hello, on occasion I parked the car under the sign 3.27 with additional. With a plate 8.2.4 without a plate 8.24, the car was evacuated, explaining that the sign duplicated the main one 150 meters from it, which was installed with the evacuation sign. The road is 4 lanes with tram tracks, I came from the other side, i.e. I didn’t see the sign that was installed before. Is evacuation legal? I couldn't support the photo.

                                                                        • Sergei Milyutin

                                                                          Sergey, hello.

The Rules for the Use of Road Signs state:

                                                                          5.9.1

Signs of additional information also include a plate 8.24 “A tow truck is working”, which informs drivers that in the zone of action of road signs 3.27 - 3.30 it is possible to detain a vehicle and place it in a specialized parking lot.

Sign 8.2.4 "Area of action" is used with a sign 3.27 "Stop is prohibited" precisely to inform road users about being in the zone of action of a prohibition sign ( so that those leaving, for example, from the adjacent territory, know that stopping on this section of the road is prohibited).

Article 27.13 of the Code of Administrative Offenses of the Russian Federation indicates cases when a vehicle may be detained.

                                                                          1. In order to suppress violations of the rules for operating, using a vehicle and driving a vehicle of the appropriate type, provided for by ... parts 4 and 5 of Article 12.16 (in terms of non-compliance with the requirements prescribed by road signs prohibiting stopping or parking vehicles, when used with an additional sign information (tablet) indicating that a vehicle is detained in the zone of action of these road signs), ... of this Code, the vehicle is detained ...

From the rules for the use of road signs and article 27.13 of the Code of Administrative Offenses of the Russian Federation, it follows that the plate 8.24 “Tow truck is working”, must be used with all signs 3.27 - 3.30 , in the zone of action of which the detention of the vehicle is possible.

                                                                          • Daniel

                                                                            Good day, Sergey!

Very interest Ask I want to ask you: in a city, within a roundabout with three or four exits, is each intersection of the circle and the road considered an intersection? That is, if sign 3.27 is installed in one place on the circle with its outside, and there are 1.4 markings along the entire circle, is this sign canceled every time the road crosses the circle?
It seems to me that after each exit, the sign should be duplicated to continue its action with the help of a yellow stripe.

                                                                            Thanks a lot.

                                                                            • Sergei Milyutin

                                                                              Daniil, hello.

The intersection at which roundabouts are organized is a circular carriageway with adjoining ( crossing) roads to it. As follows from the definition of an intersection in the Rules, the junction ( intersection) roads to the ring road ( is a road, according to the Rules, the carriageway is an element of the road), is a crossroads.

Limited by imaginary lines connecting, respectively, the opposite, the most distant from the center of the intersection, the beginnings of the curvature of the carriageways. Exits from adjacent territories are not considered intersections.

Consequently, the established prohibition signs 3.27 “Stopping is prohibited”, is valid until the nearest intersection at the roundabout, in order to maintain the validity of the sign, after the intersection, prohibition signs must be re-installed.

Marking 1.4 can be used independently without the sign 3.27 "Stopping is prohibited".

6.2.6 Marking 1.4 is used on road sections where it is prohibited to stop vehicles.

                                                                            • Vladimir

Good afternoon. Tell me please, there was a sign “Stopping is prohibited”, after a certain distance there was a sign “Parking space” with a sign 8.2.1. 60 meters. Visually determining that I fall within the coverage area of this. I parked. As it turned out, according to the inspector, I was mistaken, in connection with which my car was evacuated. The inspector refers to the fact that he knew where this distance ends (he measured it in advance), that he has maps of the Committee for Road Facilities with data. My visual measurements of 60 meters, with the measurements of the inspector did not match by 2 meters. It turned out to be 2 meters less. Also, according to his words, I had to measure this distance with power line poles located near the road. They say the distance between the pillars is 30 meters, which means two pillars from the “No Stopping” sign is 60 meters. I would like to clarify - is it legal for the inspector to evacuate my vehicle based on his knowledge of distances? ; Is it mandatory to measure sign distances 8.2.1. pillars? ; Does my visual distance determination have no meaning?

                                                                              Alexander

Sergey, good afternoon! The car was parked in the evening in Moscow within the coverage area of the sign " paid parking", at night or early morning appears new sign“Stopping is prohibited,” and at 8 am the valiant traffic police officers issue a fine of 3 thousand. • Sergei Milyutin

                                                                                  Andrey, hello.

Within the sign's coverage area 3.27 “Stopping is prohibited”, stopping is allowed only during a forced stop.

"Forced stop"- stopping the movement of a vehicle due to its technical malfunction or danger created by the cargo being transported, the condition of the driver (passenger) or the appearance of an obstacle on the road.

The stop you made does not fall under the definition of a forced stop.

If the stop were even forced ( technical malfunction, etc.), then according to the rules for using hazard warning lights and warning triangles:

7.1. The hazard warning lights must be turned on:

                                                                                  when forced to stop in places where stopping is prohibited;

7.2. When a vehicle stops and the hazard warning lights come on, as well as when they are malfunctioning or missing, an emergency stop sign must be immediately displayed:

                                                                                  in case of a traffic accident;
when forced to stop in places where it is prohibited, and where, taking into account visibility conditions, the vehicle cannot be noticed in a timely manner by other drivers.

The driver is required to display a warning triangle, regardless of whether the hazard lights are on.

In this case, administrative punishment is legal.

                                                                                  • Catherine

Hello. I didn’t notice the no stopping sign, which is located right on the turn sideways to my original movement. That is, the sign can only be seen when I turn, but at that moment the car is moving and the sign cannot be seen, because stands at the very beginning of the turn. To see it you need to stop without completing the turn and look out. Are there any violations in the installation of the sign? Can I challenge the fine?

                                                                                    • Sergei Milyutin

                                                                                      Hello, Ekaterina.

If you are talking about installing a sign, as in the example below, then the sign was installed without violations and in accordance with the national standard.

GOST R 52289-2004. Technical means of organizing traffic. Rules for the use of road signs, markings, traffic lights, road barriers and guide devices.

5.1.9 …. Signs introducing restrictions and regimes are installed at the beginning of sections where this is necessary, and those canceling restrictions and regimes are installed at the end, except as otherwise provided in this standard.

5.4.1 Prohibition signs are used to introduce or lift traffic restrictions and are installed according to 5.1.9 .

To what address can I send the photo?
                                                                                      • Sergei Milyutin

Victor, hello. I sent you an email, an email address to which you can send a photo.

Action of the sign 3.27 “Stopping is prohibited”

“Road” is a strip of land or a surface of an artificial structure equipped or adapted and used for the movement of vehicles. The road includes one or more carriageways, as well as tram tracks, sidewalks, shoulders and dividing strips, if any.

As follows from the definition, the road includes, in addition to the roadway, also sidewalks, curbs and dividing strips, if any. Consequently, the effect of the signs also applies to the specified elements of the road. The ambiguities of the offense in such cases often arise due to the difficulty of determining that we are facing a widening of the roadway or an area adjacent to the road.

GOST R 52289-2004. Technical means of organizing traffic. Rules for the use of road signs, markings, traffic lights, road barriers and guide devices.

                                                                                        5.1.3

5.1.5 to the right of the roadway or above it, outside the curb (if there is one), except for the cases specified by this standard, as well as or above them.

If the sign 3.27 “Stopping is prohibited” installed to the right of the pedestrian path, then such placement does not contradict the rules for using road signs.

                                                                                        • Elena

Hello Sergey. Thank you very much for your answer. Please tell me, the effect of such a sign (sign 3.27 “Stopping is prohibited”, if it is installed to the right of the pedestrian path directly adjacent to the roadway) extends to the roadway adjacent to the pedestrian path, correct?

                                                                                          • Sergei Milyutin

                                                                                            Elena, everything is correct.

Action of the sign 3.27 “Stopping is prohibited” extends to the side of the road on which it is installed.

As we know from the definition, a road includes one or more carriageways.

The road includes one or more carriageways, as well as tram tracks, sidewalks, shoulders and dividing strips, if any.

In GOST R 52289-2004, on the effect of signs:

5.1.3 The effect of the signs extends to the roadway, roadside, tram tracks, bicycle or pedestrian paths near or above which they are installed.

GOST 32944-2014 also notes that a pedestrian path can be a section of a road.

3.9 footpath: A road or section of road intended for pedestrian traffic only.

8.2.3, which indicates the end of the prohibition sign’s coverage area.

In accordance with the national standard GOST R 52289-2004:

5.4.31 The effect of signs 3.16, 3.20, 3.22, 3.24, 3.26-3.30 extends from the place where the sign is installed to the nearest intersection behind the sign, and in a populated area, if there is no intersection, to the end of the populated area. The effect of sign 3.24, installed in front of a populated area indicated by signs 5.23.1 or 5.23.2, extends to these signs.

These signs must be reinstalled after the end of the built-up area or immediately after the intersection, if necessary, to maintain the restrictions imposed by the sign installed, respectively, before the intersection or the end of the built-up area.

To maintain the introduced restriction beyond the intersection, you must re-install the appropriate sign directly behind the intersection, in your situation 3.28 “Parking is prohibited” Alexey, unfortunately, the Rules do not contain a definition of parking for the purpose of long-term recreation, but there is a clause 12.1 which does not prohibit, in the absence of other restrictions, parking a vehicle on the side of the road or at the edge of the roadway.

12.1. Stopping and parking of vehicles is permitted on the right side of the road on the side of the road, and in its absence - on the roadway at its edge and in the cases established by paragraph 12.2 of the Rules - on the sidewalk.

How traffic police officers can determine that a person has stopped for the purpose of a long rest is also unknown, unless the driver is preparing to spend the night.

                                                                                            • Alexei

These particular employees did not know the difference between a parking lot and a stop until their “nose” was poked into their own traffic rules. They gave the order to disperse everyone from the roadside, but forgot to explain the rules. I think it would not be difficult to cancel the order if they decided to write it out.

INSTALLATION AND COVERAGE AREA OF SIGNS
Installation location. When choosing a sign installation location, take into account the nature of the information it conveys, the features visual perception sign by drivers, as well as the intensity and speed of vehicle traffic in this area. Depending on the meaning of the sign, the driver may various actions, until the car stops. Therefore, the visibility distance and the distance from the sign to the place about which it warns must be sufficient to assess its content, make a decision and perform certain actions for driving by the driver.
In accordance with GOST R 52289-2004 “Technical means of organizing road traffic. Rules for the use of road signs, traffic lights and markings" warning signs (with rare exceptions) are installed on highways at a distance of 150-300 m from the beginning of the dangerous section, and in populated areas at a distance of 50-100 m. It is taken into account that the speed of movement in the first case is higher than the second.
All prohibitory and mandatory signs, as well as priority signs (except for signs 2.3.1-2.3.7) are installed immediately in front of sections of roads on which the traffic order is changed or any restrictions are introduced. Signs 2.3.1 -2.3.7 perform a warning function, so they are installed in the same way as warning signs.
Most signs special regulations, information and all service signs are installed before the start of the road section with characteristic conditions movement or in front of the object about which these signs inform. Exceptions include advance direction signs, which (like warning signs) must be installed in advance. The distance of their installation to the nearest intersection in each case is specified by the standard.
Coverage area. Warning signs inform about a certain section of the road increased danger, the length of which is determined by the driver himself. If the road situation does not give a clear idea of the length of the section, then it is advisable to use warning signs with plate 8.2.1.
Restrictions imposed by prohibitory and mandatory signs extend, as a rule, to the nearest intersection (in the absence of an intersection, to the end of the populated area). This is explained by the possibility of a driver driving out of a side passage onto a road with an imposed restriction, who is not aware of this restriction. If necessary, the coverage area can be reduced using appropriate signs or plates. It can only be increased by repeating them after each intersection. Along with this, among the prohibiting and prescriptive signs there are signs of local action. The restrictions they introduce apply only to the intersection or section of the road in front of which they are installed. These include signs 3.1, 3.18.1, 3.18.2, 3.19, 4.1.1-4.2.3, and sign 4.1.1, installed at the beginning of the street (after the intersection), is also valid until the nearest intersection.
Among the priority signs, signs 2.4 and 2.5 are of a local nature. They are installed directly in front of the place where you need to give way (without stopping or with vehicles stopping). Signs 2.6 and 2.7 operate only on a narrow section of the road, establishing the order of travel. Signs 2.3.1-2.3.7 warn about crossing a secondary road, so their coverage area is to the nearest intersection.
The effect of signs of special instructions, information and service signs usually extends to a specific section of the road where a certain traffic order is established, or to the object about which these signs inform. The coverage area of sign 6.2 “Recommended speed” extends to the nearest intersection.
A special place is occupied by signs informing about a certain traffic order on the road or in a populated area. Information about traffic rules on the roads is provided using signs 2.1, 5.1, 5.3, 5.5, 5.8 and 5.11. The coverage area of these signs (regardless of the intersections encountered along the route) ends only after the installation of the corresponding signs 2.2, 5.2, etc. Of course, drivers leaving side passages on the roads must be informed about the traffic rules on these roads. This is ensured by installing signs 5.1 and 5.3 with plates 7.1.3-7.1.4 or special signs provided for by the standard.
The coverage area of signs 5.21, 5.23, 5.25, 5.27, 5.29, 5.31, as in previous cases, ends after the installation of the corresponding signs 5.22, 5.24, 5.26, etc. They introduce a certain traffic order or within the coverage area of these signs , or within the entire settlement. Therefore, these signs are installed at all entrances to a zone or populated area. The installation location of sign 5.23 does not have to coincide with the administrative boundary of the populated area. It is advisable to install it after this border where the speed limit entered by the sign is actually required (the beginning of residential development, pedestrian traffic).
Repetition, duplication and pre-installation of signs. In traffic management practice, there is often a need to install two or more identical signs. In this case, one of them is the main one, and the rest play the role of repeated, duplicating or preliminary signs (Fig. 8.2). The main sign is the one installed at the object to which the action or information of this sign applies. The main sign, except in specially specified cases, is installed on the right in the direction of travel.
Repeating a sign- this is the installation of a sign of the same name as the main one, at some distance behind it in the direction of travel.
Duplication of a sign- this is the installation of a sign of the same name as the main one, in one section to the left of the road, on the dividing strip (island) or above the roadway.
Pre-installation of sign- this is the installation of a sign of the same name as the main one at some distance from it.
Repetition of the sign is necessary if there is a road intersection in its coverage area. A repeat sign is installed immediately after the intersection (if a zonal restriction is not introduced) or, less often, in front of it. It depends on the character transmitted by sign information.
Before each intersection, sign 2.1 is repeated with the main sign installed at the beginning of the road. The need for this is dictated by the nature of signs 2.5 or 2.4. They are installed before entering the main road from side streets, but they do not inform the driver that this road is the main one, but only require that they give way to mandatory stop or without it. Instead of repeated sign 2.1, you can use one of the varieties of sign 2.3. However, given that it is not installed directly before the intersection, but at a certain distance before it (which is not always possible in a city), the use of the sign is advisable outside populated areas.
After an intersection with sign 8.1.1, warning signs are repeated if the intersection is located between the location of the main sign and the dangerous section of the road about which this sign warns. If the area of prohibition signs is large, they are repeated after each intersection (or after a populated area) located in this zone. Most often, this need arises when limiting speed, overtaking, stopping and parking cars. A typical mistake in these cases, it is to install one sign with plate 8.2.1, which indicates a large area within which there are intersections or even populated areas. You can avoid repeating parking limit or maximum speed signs after each intersection by introducing a zone restriction using signs 5.27 or 5.31, respectively. It is advisable to repeat signs prohibiting stopping and parking with plate 8.2.4 on the stretches between intersections, installing them after the turning points, to inform the driver that after the turning he falls into their coverage area.
It is advisable to repeat special requirements signs 5.5 and 5.8 after complex intersections so that the driver can timely determine the continuation of a one-way or reverse road. Sign 5.14 must be repeated after each intersection, installing it above the lane allocated for route vehicles. The absence of a repeated sign 5.14 after the intersection means that the indicated lane can be used by all drivers, since the marking 1.23 used for the same purposes may not be visible due to dirt or snow on the road surface.
An exceptional case is the mandatory repetition of signs 1.1, 1.2, 1.9, 1.10, 1.23, 1.25 on roads outside populated areas. They warn the driver of particularly dangerous driving conditions and are repeated regardless of the presence of an intersection after the installation of the main sign. In these cases, a repeated sign is installed 50-100 m before the start of the dangerous section, so the use of plate 8.1.1 in conjunction with it is not necessary. Signs 1.23 and 1.25 are repeated in populated areas.
Sign duplication is used in cases where there is a fear that the main sign may not be noticed by the driver. This situation is possible with a fairly wide roadway and heavy traffic. If there are two or more lanes for traffic in one direction, signs limiting the left turn or turning of vehicles must be duplicated, since these maneuvers are made from the leftmost lane.
The preliminary installation of a sign is a warning to the driver about an upcoming restriction or change in the driving order introduced by the main sign. There is no need to install a preliminary sign if the standard provides for an appropriate warning sign. For example, before a roundabout marked 4.3 there may be necessary cases sign 1.7 is installed or sign 5.6 is preceded by sign 1.21. However, the variety of such cases in traffic management practice would require a significant increase in the group of warning signs. This is not necessary given the possibility of installing preliminary signs. Moreover, the preliminary sign, which has the same symbol as the main one, more accurately conveys information to the driver about the nature of the upcoming changes. Preliminary signs are installed to warn:
about the need to change the route if the requirement of the main sign cannot be fulfilled by the driver (pre-installation of signs 3.11—3.15 with plate 8.1.1);
about changing the traffic order (pre-installation of signs 5.15.1 and 5.15.2, as well as 2.2, 2.4, 3.1, 5.1-5.3, 6.19.1 and 6.19.2 with plate 8.1.1);
about objects located along the route (pre-installation of service signs indicating the distance to the object).
In all of the above cases, the need and methods for installing repeated and preliminary signs are stipulated by the standard.
Joint use of road signs. In traffic management practice, situations often arise when one sign requires the installation of another or a group of signs. In addition to the already listed cases of repetition, duplication and pre-installation of signs, such a need arises, for example, when determining priority in traffic, organizing one-way traffic, allocating a lane for route vehicles, etc. The mandatory joint use of signs is presented in Table. 8.2.

Outside populated areas, preliminarily 60-80 km, 15-20 km and 400-800 m, indicating the distances to the object on signs.

In settlements, preliminarily 100-150 m before the object.

Depending on the traffic conditions, together with the sign installed in accordance with the requirements of the standard, other signs may be used, the appropriateness of which is determined by the specific road situation (for example, speed limit signs, prohibition of parking, stopping and overtaking, etc.).
Ways to install signs. Road signs are installed on the right in the direction of travel of the car; duplicate signs are placed on the left or above the roadway. Signs 5.15.1 and 5.15.2 are located above the roadway, indicating the direction of movement along the lanes, as well as preliminary direction signs 6.9.2. Other main signs are also placed above the road if the information contained on them relates to a separate lane (in this case, it is necessary to use additional plate 8.14).
Height and installation method in each specific case selected from the conditions of best visibility of the sign. In addition, the possibility of accidental or intentional damage, as well as contamination of the front surface by splashes from passing cars, should be taken into account. Methods for installing signs on roads and in populated areas are shown in Fig. 8.3-8.4. All dimensions are given in meters.
On highways, sign posts are installed behind the edge of the roadbed - on berms sprinkled to the side of the road and embankment slopes, as well as on the right-of-way behind the side ditch or above the roadsides. In this case, the distance from the edge of the curb to the nearest edge of the sign should be 0.5-2.0 m (see Fig. 8.3, a-c), and to the edge of individually designed signs - 0.5-5.0 m. In cramped areas conditions (as an exception), sign posts are installed on the roadside or dividing strip, subject to the minimum permissible distance of 1 m between the roadway and the edge of the sign (see Fig. 8.3, e, g). In these cases, signs must not restrict visibility and their posts must be impact-resistant or have protective guards.
In populated areas, signs are installed: on individual posts or columns; on the same column with a traffic light; on brackets attached to lighting masts, supports contact network trams and trolleybuses or the walls of buildings, on guy wires. It is allowed to install signs above bollards located on traffic islands.

We very often come across incorrect or ambiguous interpretation of the rules, established by law. Most of these situations occur on the roads; drivers and traffic police officers, due to their ignorance, interpret the rule of law differently. The main disputes arise regarding the installed road signs, namely their actions.

“Road signs” is one of the main sections of the traffic rules; all future drivers take an exam on them, but this is not a guarantee that drivers will not have problems on the roads in the future. There are a large number of road signs, for convenience they are divided into: priority signs, warning signs, prohibition signs, prescriptive signs, information signs, special instructions, additional information and service signs.

When installing signs, they are based on the following main criteria: information content for a particular road, ease of perception by drivers (speed, openness of the area). The installation distance of the sign must be calculated taking into account the necessary actions for the driver (reducing speed, turning, etc.), regulated by GOST R 52289-2004. Road signs for dangerous areas are placed at a distance of 150 - 300 m, for populated areas (city, village) 50 - 100 m. Based on the Law “On Road Traffic Safety”, responsibility for road signs rests with the executive authorities of the constituent entity of the Russian Federation (State Traffic Safety Inspectorate).

The coverage area of a road sign is determined depending on its category; if it is a warning sign, then the driver himself assesses the length of the dangerous road (for example, a sign about a rough road). If a prohibitory or mandatory sign is installed (overtaking is prohibited), then its coverage area extends to the first intersection or to the exit from the populated area. Restrictive actions to the nearest intersection are explained by the fact that the driver coming around the bend is not aware of the previously valid warning. The operating distance can be reduced or increased by an additional sign.

There are signs whose coverage area extends only to the section of the road where they are installed, for example, if the “no stopping” sign is on the right side, then nothing prevents you from stopping the car on the opposite side of it. Signs of special instructions, additional information and services are installed on a certain section of the road and are valid until the object about which they inform (for example, a place for a turn), with the exception of the sign about the recommended speed, its effect extends to the first intersection, or to the end of the populated area .

A different situation arises with signs indicating the order of movement in populated areas (main road, one-way road, reversible traffic, highway), their effect is completed only by an additional sign, end main road or motorways. In order not to be created emergency situations Drivers entering the intersection from the side road are informed by additional signs.

The established rules on the operation of signs do not exclude incidental or emergency situations on the roads, often due to non-compliance with the installation standard or driver inattention. Be careful, good luck on the roads!

I quote Galusha:

Of course, you can carry both the traffic rules and the Code of Administrative Offenses with you, but this is not a guarantee that you will prove that you are right. Sometimes mistakes are made when installing signs - it’s all to blame human factor, and as a result, it is not clear which sign’s requirements must be met, and our “brave” traffic cops do not always meet the driver. Therefore, you need to always be on alert.

Exactly. Don’t be surprised, dear riders, if the sign “in a fabulous way” ends up in the wrong place, directing you not to the distant kingdom, but straight to Koshchei. You need to know the rules, and of course, memorize the signs. But be ready for anything. Even to the point that you can’t prove anything to your uncle “traffic cop” by pointing your fingers in the “little book” and explaining that the sign’s coverage area has ended.
